We are seeking an NC3 Requirements Management Specialist to support requirements engineering and capability development for a complex, classified communications and information systems programme.
The role focuses on requirements management, requirements elicitation, requirements traceability, capability development, CIS/infrastructure, capability acceptance, benefits realization, and stakeholder coordination across the capability lifecycle.
Security Clearance: Active Secret-level security clearance required
Key Responsibilities
- Manage and support requirements engineering, elicitation, analysis, validation, and traceability.
- Support the development and maintenance of Requirements Management and Benefits Realization plans.
- Track technical requirements and ensure validity, completeness, consistency, and traceability.
- Support capability development for CIS and infrastructure programmes in classified environments.
- Develop comprehensive and measurable Capability Acceptance Criteria with stakeholders and end users.
- Support the development of Capability Programme Plans, policies, security documentation, and related programme products.
- Manage requirements data and outputs using IBM Rational DOORS or equivalent requirements management tools.
- Coordinate with technical teams, agencies, stakeholders, host organizations, and end users across political, operational, and tactical levels.
- Support alignment with requirements management, quality assurance, and capability-development best practices.
- Monitor programme workstreams and ensure requirements activities remain aligned with broader capability objectives.
- Support stakeholder meetings, requirements workshops, reviews, and programme coordination activities.
- Maintain accurate requirements records, documentation, and programme information.
Required Qualifications & Experience
- Bachelor’s degree or higher from a recognized university.
- Minimum 3 years of professional experience in Requirements Engineering within the last 10 years, including Requirements Management and Requirements Elicitation.
- Experience supporting capability development programmes, preferably within a formal defence capability-delivery framework or equivalent national framework.
- Experience in CIS/Infrastructure-related capability development, preferably within classified environments.
- Hands-on experience with IBM Rational DOORS, DOORS Next, or an equivalent requirements management tool.
- Experience with requirements traceability, technical requirements, capability acceptance criteria, and requirements lifecycle management.
- Strong stakeholder engagement and communication skills across technical and non-technical audiences.
- Experience working in complex, multi-stakeholder programme environments.
