Performs technical and supervisory work in the enforcement of the County's Building and Zoning-related codes and ordinances. Responsible for planning, assigning, and supervising the work of subordinate Code Compliance Officers. Work includes the application of various codes, ordinances, regulations, and state statutes, and supervision of complex code compliance cases, and involves responding to complaints, auditing field investigations at various types of properties, including construction sites, and supervising the presentations before a special magistrate or regulating board. Consults with Code Compliance Manager, other departmental and agency representatives, and supervisors in matters of code interpretations, application, enforcement, and administration on various topics such as, the Florida Building Code, Palm Beach County's Unified Land Development Code (ULDC), property maintenance regulations, contractor regulations and licensing, and other similar codes, ordinances, regulations, and state statutes, public presentations to civic and governmental groups. Work is performed with considerable independence under the supervision of an administrative superior and is reviewed through conferences, reports, and meetings with supervisors.


QUALIFICATIONS

This position requires qualified applicants to possess one of the following:

  • A Bachelor’s Degree in Public or Business Administration, Legal Studies, Law Enforcement, or a closely related field; minimum of six (6) months of experience in the administration, interpretation or enforcement of building code, land use regulations, fire codes, contractor regulations, or other local codes, ordinances, or statutes,

OR

  • An unrelated Bachelor’s Degree; minimum of one (1) year of experience in the administration, interpretation or enforcement of building code, land use regulations, fire codes, contractor regulations, or other local codes, ordinances, or statutes,

OR

  • An Associate’s Degree in Public or Business Administration, Legal Studies, Law Enforcement, or a closely related field; minimum of one (1) year of experience in the administration, interpretation or enforcement of building code, land use regulations, fire codes, contractor regulations, or other local codes, ordinances, or statutes,

OR

  • Graduation from high school or an equivalent recognized certification, preferably supplemented with college-level coursework in Public or Business Administration or a closely related field; minimum of three (3) years of experience in the administration, interpretation or enforcement of building code, land use regulations, fire codes, contractor regulations, or other local codes, ordinances, or statutes.


NECESSARY SPECIAL REQUIREMENT

This position requires qualified applicants to possess the following:


  • Current Florida Association Code Enforcement (FACE) Certifications (Fundamentals of Code Enforcement, Officer Safety and Field Applications, and Legal Issues in Code Enforcement) at time of hire or transfer date AND must obtain FACE Certification: Administrative Aspects of Code Enforcement within 11 months of hire or transfer date. Must maintain active status of all certifications to remain in this position.
