What You’ll Do At DBH

Ohio Department of Behavioral Health is seeking two highly skilled Human Capital Management Analyst's to serves as a key members of the Human Resources team by coordinating HR sub-programs such as composes, processes, approves & enters personnel actions, assists with timekeeping/payroll processing and data management and employee benefits. The role also supports new employee onboarding, records management and general administrative HR functions.

Payroll & Timekeeping

  • Coordinates multiple HR sub-programs related to payroll actions and quality control.
  • Assists with bi‑weekly payroll processing, reviewing Kronos and OAKS exception reports, ensuring accuracy, and correcting discrepancies.
  • Processes municipal tax forms, union dues, and other payroll-related deductions.
  • Provides guidance to agency employees and supervisors regarding payroll processes and resolves issues.
  • Uses OAKS to maintain employee records (e.g., email addresses).
  • Supports payroll officers at RPH locations as needed.

Benefits Administration

  • Serves as the primary benefits point of contact (health, dental, vision, life insurance, Deferred Compensation, FSA, OPERS).
  • Assists with benefit enrollment for new hires, life events, and open enrollment.
  • Reviews HCM reports to ensure timely, accurate benefit processing.
  • Resolves technical issues related to MyOhio enrollment.
  • Conducts benefits orientation and tracks completion for new employees across multiple divisions.

HR Administrative & Data Support

  • Responds to agency inquiries and public records requests.
  • Coordinates personnel file reviews and completes employment verification forms.
  • Researches work history and pay data; analyzes HR trends (e.g., turnover, funding, payroll).
  • Assists with HR records management, electronic filing, archiving, and HB 648 compliance.
  • Supports HR fiscal operations including supply ordering, and invoice verification.

This is an hourly position and is exempt from the bargaining units, with a pay range of 10 on the E1 Exempt Pay Range Schedule. Normal working hours are Monday through Friday, 8:00am to 5:00pm (Flexible Schedule).

Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.

Required Educational Transcripts

Official transcripts are required for all post-secondary education, coursework, or degrees listed on the application. Failure to provide transcripts within five (5) business days of the request will result in disqualification from further consideration. Transcripts printed from the institution’s website will not be accepted. The Ohio Department of Behavioral Health reserves the right to evaluate the academic validity of the degree-granting institution.

Position Qualifications

2 yrs. exp. in human resources.

OR

Completion of undergraduate core program in human resources, business or public administration.

OR

1 yr. exp. as Human Capital Management Associate, 64611.

OR

The equivalent of Minimum Class Qualifications For Employment noted above.
