Position Summary: The Contract Registration Supervisor oversees the processing of New York City Public Schools (NYCPS) procurement documents and contracts, pertaining to 2-Care, 3K, Universal Pre-Kindergarten initiatives (UPK), that exceed $25,000 and that must be registered with the NYC Comptroller’s Office. The Contract Registration Supervisor performs critical contract registration duties, including coordination with community-based service providers on the submission, review, and internal approval of documentation for services related to Early Childhood, Family Engagement, non-profit vendors, as well as professional development and direct student services. Performs related work.
Reports to: Director, Contract Registration
Direct Reports: Contract Registration Associate, Contract Registration Specialist, Procurement Consultants.
Key Relationships: Division of Contracts and Purchasing (DCP), Office of Management and Budget (OMB), NYC Comptroller’s Office, the City’s Financial Management System (FMS), the City’s Financial Information Services Agency (FISA), and the Mayor’s Office of Contract Services.

Responsibilities
- Supervise staff in the review and preparation of UPK contracts for registration with the NYC Comptroller’s Office, including:
- obtaining all documents needed for registration.
- ensuring that all documents are complete and consistent, e.g., vendor name, contract term and contract amount are the same on all documents and legally required justifications are provided for the type of procurement; and
- ensuring that all of the steps in the procurement process are documented.
- Review and prepare contract packages for highly complex UPK contracts.
- Perform follow-up to acquire missing documentation.
- Work closely with DCP Procurement Analysts to adjust documents for any discrepancies and to obtain answers to questions from the Comptroller’s Office and OMB.
- Respond to inquiries by researching historical contract information in various databases.
- Review and send contracts to OMB and respond to OMB’s inquiries.
- Supervise staff in entering and retrieving contract data from FMS and FISA.
- Oversee the printing of contracts in the Comptroller’s Omnibus Automated Image Storage and Information System (OAISIS).
- Troubleshoot and resolve complex problems concerning rules interpretation, contracts terms, data in FMS, OAISIS, etc. Provide direction to registration and procurement staff on such matters.
Minimum
- A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
- An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
- A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
- Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for six (6) months of experience up to a maximum of 3 ½ years.
- Excellent writing and verbal skills.
- Knowledge of the NYCPS Financial Accounting Management Information System.
- Knowledge of FMS.
- Knowledge of Contract Registration Process and the NYCPS procurement rules.
- College degree preferred.
- Proficient in Microsoft Office 365 applications.
