The Safety Manager is a strategic leadership role responsible for overseeing all environmental health and safety (EHS) aspects of large-scale semiconductor plant construction project. This individual will lead the development and execution of comprehensive safety programs across multiple phases of construction, ensuring alignment with regulatory requirements and industry best practices.
In this role, the Safety Manager will provide direction to site safety teams, influence senior leadership, and drive a culture of safety excellence across complex, high-risk construction environments. The position requires deep expertise in construction safety and semiconductor facility requirements. The Safety Manager will play a critical role in ensuring that safety performance supports project delivery assurance, quality, and operational readiness.
Key Responsibilities
1. Strategic Safety Leadership
- Lead the overall EHS strategy for semiconductor plant construction project, ensuring alignment with corporate safety objectives.
- Establish and enforce a “zero incident” safety culture across all project stakeholders.
- Serve as the safety advisor to project stakeholders.
- Mentor and manage site Safety team members
2. Program Development & Governance
- Design and implement enterprise-level construction safety programs tailored to semiconductor facility builds.
- Standardize safety processes, procedures, and documentation across multiple workstreams.
- Ensure consistency in safety expectations across all project phases, from tool Hook up to commissioning.
3. Contractor Management & Oversight
- Review and approve high-risk work plans, Job Hazard Analyses (JHAs).
- Lead executive-level safety meetings with project leadership.
- Enforce accountability, including stop-work authority when necessary.
4. Risk Management & Hazard Control
- Direct comprehensive risk assessments for complex construction activities, including:
- High-voltage electrical systems
- Confined space entry
- Working at heights and fall protection
- Hazardous production materials (HPMs)
- Ensure implementation of effective engineering and administrative controls.
- Oversee risk mitigation strategies across all project areas.
5. Regulatory Compliance & Stakeholder Engagement
- Ensure compliance with OSHA (29 CFR 1926), EPA, and Virginia state regulations.
- Interface with regulatory agencies, inspectors, and external auditors.
- Represent the organization in safety-related discussions with clients, partners, and government entities.
6. Incident Investigation & Continuous Improvement
- Oversee investigations of significant incidents, near-misses, and high-potential events.
- Ensure root cause analysis is conducted and corrective/preventive actions are implemented across all sites.
- Analyze safety data and trends to drive continuous improvement initiatives.
- Share lessons learned across projects and teams.
7. Training & Workforce Engagement
- Establish comprehensive safety training programs for all levels of the workforce.
- Promote leadership engagement through safety walks, safety audits, and behavioral-based safety programs.
- Drive workforce participation in safety initiatives and hazard reporting.
8. Emergency Management & Crisis Response
- Develop and oversee emergency response strategies for large-scale construction operations.
- Coordinate crisis management efforts and ensure readiness for fire, chemical releases, and other emergencies.
- Liaise with local emergency responders and ensure integration with site plans.
Qualifications
Education:
- Certificate, Diploma or degree in Occupational Health & Safety / Environmental Management , Engineering, Construction Management, or related field experience as required.
Experience:
- Minimum of 10–15 years of progressive safety experience, with at least 8-10 years in a leadership role on large-scale industrial, energy or semiconductor construction projects.
- Demonstrated success managing safety on complex construction programs.
- Experience in semiconductor fab construction is preferred.
- Bilingual is preferred but not essential
Certifications (Preferred):
- Certified Safety Professional (CSP)
- Construction Health and Safety Technician (CHST)
- OSHA 30-hour Construction Certification (required)
Knowledge, Skills, and Abilities
- Expert knowledge of OSHA construction standards (29 CFR 1926) and applicable Virginia safety regulations.
- Deep understanding of semiconductor facility systems and process tools.
- Strong leadership, communication, and influencing skills at executive and field levels.
- Proven ability to manage teams of varying comprehension
- Excellent analytical, organizational, and decision-making capabilities.
- Ability to operate effectively in high-pressure, fast-paced environments with timelines.
Work Environment
- Primarily based on active construction sites for semiconductor fabrication facilities.
- Frequent site visits requiring PPE, including hard hats, fall protection, respirators, and cleanroom garments as needed.
- Exposure to construction-related hazards, including equipment, noise, dust
- May require extended hours, availability for emergency response.
Physical Requirements
- Ability to walk and inspect large construction sites for extended periods.
- Ability to climb ladders, scaffolding, and navigate active work zones.
- Capability to lift up to 25 pounds occasionally.
- Ability to work in varying environmental conditions, including outdoor and indoor construction settings.
