Position Summary
A Utility Construction Inspector – Water, ensures that utility infrasctructure projects such as: inspections of water mains and water services are built safely, efficiently, and in compliance with regulatory standards. They work under the direct supervision of the Civil Engineering Supervisor. They also work closely with civil engineer technicians, project engineers, contractors and utility crews to inspect, evaluate and document the construction progress, while ensuring adherence to safety codes and BPU policies. The UCI will be assisting and responding to citizen inquiries.

Duties and Responsibilities
- Runs errands as directed and delivers all information to the appropriate destination for departmental staff. *
- Greets and assists the public, both in person and over the phone. Answers questions from employees, citizens, and others, providing information or directing inquiries to the appropriate person or department when necessary. *
- Maintains up-to-date knowledge of operating procedures and operating standards. *
- Trains all appropriate personnel on procedures within the department. *
- Collects data and field information to support the updating of maps and records. *
- Sets up construction layouts for proposed work and records GPS points for water infrastructure or other designated areas as needed. *
- Inspects construction activity to ensure installation meets plan specifications and BPU standards. *
- Conducts quantitative and qualitative testing as required to verify equipment performance. *
- Inspects new water service installation and repairs. *
- Makes decisions on minor field changes in construction or alignment of work. *
- Disinfects water mains in accordance with AWWA Standard C651 and KDHE’s procedures for water main disinfection. *
- Performs hydrant water-flow tests for design purposes, insurance companies, and fire protection contractors. *
- Performs elementary design work, prepares work sketches, materials list, and specifications under the guidance of the Civil Engineer Technician. *
- Keeps the project manager informed of progress and any issues that arise. *
- Perform other similar duties as assigned. *
- Denotes essential functions of the position.
- High School Diploma or GED is required.
- Certification in utility inspection, building codes, environmental standards or safety standards preferred.
- A requirement of 2 years at the minimum in utility construction, inspection, or regulatory compliance.
- Strong understanding of utility infrastructure, including potable water, recycled water, or wastewater systems.
- Ability to read and interpret blueprints, technical drawings, and GIS-based utility maps.
- Familiarity with industry regulations EPA guidelines, and local municipal codes.
- Field Equipment:
- Experience with Underground Utility Locating Equipment for leak detection and asset verification.
- Proficiency in ESRI GIS Mapping Software for site analysis.
- Familiarity with construction layout, site mapping, and surveying techniques.
- Ensure compliance with local, state, and federal safety and environmental regulations
- Maintain a valid driver’s license for field inspections.
- Ability to review engineering drawings, blueprints, and construction plans for accuracy.
- Strong critical thinking and problem-solving abilities in a fast-paced field environment.
- Excellent written and verbal communication skills for reporting, finding, and coordinating with contractors, engineers, and stakeholders.
- Ability to plan, manage, and prioritize multiple projects while meeting deadlines.
- Able to lift 25 pounds and operate a fire hydrant in varying environmental conditions.
- Strong customer service skills while working under pressure.
