Overview
ISS is seeking a Safety Lead to support a major wastewater infrastructure modernization project at the Sanitary District facility in Martinez, CA.
This project involves upgrades to biosolids processing, incineration systems, and associated structural, mechanical, and air quality systems within an active operating treatment plant. The Safety Lead will play a critical role in ensuring contractor compliance with Cal/OSHA, OSHA, and Owner safety requirements across a complex, high-risk construction environment.
Project Scope
- Biosolids and sludge processing system upgrades
- Incinerator (Multiple Hearth Furnace) modernization
- Air emissions and pollution control system improvements
- Structural and seismic retrofits
- Electrical, instrumentation, and control system upgrades
- Demolition, mechanical installation, and large ductwork replacement
Key Responsibilities
- Perform routine field safety inspections to ensure compliance with Cal/OSHA, OSHA (29 CFR), and project requirements
- Review Contractor safety documentation (SSSPs, IIPPs, JHAs) for compliance and completeness
- Identify unsafe conditions/acts and track corrective actions through resolution
- Monitor effectiveness of corrective actions in the field
- Support Owner and Construction Management (CM) team during audits and regulatory inspections
- Participate in incident, accident, and near-miss investigations
- Attend safety and coordination meetings with project stakeholders
- Verify contractor compliance with safety training, certifications, PPE, and safe work practices
- Prepare detailed safety reports, logs, and documentation (Procore, MS Office)
- Track trends and provide proactive recommendations for risk reduction
- Communicate hazards and escalate issues, including stop-work recommendations when necessary
- Support permit reviews, JHAs, and lookahead safety planning
- Serve in an oversight/advisory capacity (non-directive of contractor means and methods)
Work Environment
- 75% field / 25% office-based
- Active wastewater treatment plant with ongoing operations
- Exposure to:
- Confined spaces (digesters, sludge systems)
- Biosolids, hazardous gases, and chemical systems
- Heavy mechanical equipment and crane/rigging operations
- Complex lockout/tagout environments
- Physically demanding role requiring strong field presence
Qualifications
Required:
- Experience in construction safety (civil, industrial, or infrastructure projects)
- Strong knowledge of Cal/OSHA and OSHA regulations
- Experience reviewing contractor safety programs and enforcing compliance
- Ability to work in high-risk, complex industrial environments
Preferred:
- Wastewater treatment plant or process facility experience
- General Contractor (GC) or Owner-side safety oversight experience
- Site Safety Officer (SSO) or Safety Lead experience
Certifications (Preferred):
- OSHA 30
- CPR / First Aid
- Fall Protection
- HAZWOPER (or equivalent hazardous materials training)
