We are looking for two Project Manager 2 's with strong leadership and collaboration skills to serve on our team in a full-time, limited-service capacity in DHW’s newly established Idaho Office of Rural Health Transformation located at our downtown Boise office.

This position is not eligible for telework.

This is a limited-service position. Length of limited-service appointments are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects, alternative funding sources or program termination.

EXAMPLE OF DUTIES:

  • Lead statewide, complex RHTP initiatives focused on improving rural access to care through technology, innovative care models, workforce sustainability, and rural health infrastructure.
  • Manage full life cycle project planning, including developing project plans, defining objectives, scopes of work, timelines, and implementation strategies.
  • Monitor, measure, and communicate project performance, including evaluating results, analyzing impact, and recommending modifications for continuous improvement.
  • Oversee and manage initiative and project budgets, prepare cost estimates, authorize expenditures, manage capital budgets, and lead quarterly and annual budget reviews.
  • Lead business analysis activities, including gathering and documenting business/system requirements, conducting design reviews, and ensuring project quality assurance.
  • Coordinate and facilitate project communications, meetings, and collaboration across multiple entities, advisory groups, and committees.
  • Oversee grants, subgrants, and contracts, including development, monitoring, performance oversight, negotiating language, and ensuring compliance and deliverables.
  • Supervise and support a grants/contracts officer, ensuring integrated management of contracts and subgrants across RHTP initiatives.
  • Exercise independent judgment in project planning, risk analysis, vendor engagement, implementation strategies, and decisions that affect RHTP operations, budgets, and compliance risk.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

  • Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress towards goals and project outcomes. Typically gained by one year of experience managing projects with at least one year in a leadership role. Your experience must have included being responsible for the development (needs assessment, planning and budgeting) of the projects as well as being responsible for assessing the projects toward goals and project outcomes.
  • Experience interpreting and explaining specialized or complex material into information usable by the public. Typically gained by at least one year of experience involving the interpretation of laws, policies, procedures, rules, or similar levels of information where the information was analyzed and communicated into information that was usable by the public or the project team in various formats (oral, written, graphic, WEB based, etc.)
  • Experience developing and monitoring contracts. Typically gained by one year of experience which included consultant selection, development of the scope of work and man-hour negotiation; developing and managing schedule. This experience should also include reviewing progress payments; enforcing contract compliance for scope, budget and milestone completion; and consultant evaluation.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Experience managing staff. Typically gained by directly supervising staff for five or more years and conducting performance evaluations.
  • Experience managing a budget. Typically gained by at least one year of experience developing and managing a large program budget including multiple funding sources and programs.
  • Experience developing and managing complex, collaborative workplans. Typically gained by at least one year of experience in a role in which developing and managing workplans that included partners from multiple organizations was a primary responsibility.
  • 3 years of progressive project leadership with evidence of delivering projects through the full lifecycle. Typically gained by 3 years of experience including, a demonstrated ability to produce and manage the standard project management deliverables and controls, such as a project charter (or supporting its development), project management plan, cost tracking, risk and issue management, stakeholder engagement and communications, and integrated change control.
  • Evidence of a current Project Management Professional (PMP) certification is desired .
