Job Description:
Our client, a leading utility and energy infrastructure organization, is seeking an experienced Program Manager II (QA/QC Site Manager) to support a large-scale greenfield combustion turbine construction project in Tracy, Minnesota.
This is a hands-on, site-based quality leadership role responsible for overseeing QA/QC activities, ensuring compliance with industry codes and standards, auditing construction activities, and serving as the primary quality subject matter expert throughout the project lifecycle. The position offers long-term project stability with strong extension potential.
Responsibilities:
- Monitor the quality of construction on a power plant build (two combustion turbines on a greenfield site).
- Review and approve QA/QC paperwork from the EPC and vendors (inspection & test plans, procedures, quality docs).
- Walk the site regularly to make sure the EPC and inspectors are actually following the procedures, codes, and drawings.
- Focus heavily on welding and piping quality – making sure work meets ASME B31.1 and B31.3, and that tests (like hydro/pressure tests) are done correctly.
- Audit and check the work of other inspectors (civil, mechanical, etc.) – not as their manager, but as a quality oversight/coach.
- Work with EPC’s site quality manager, construction managers, and vendors (GE, etc.) to sort out issues and keep quality on track.
- Review turnover/close‑out packages to make sure all the quality records are complete and correct for handover.
- Be the on-site quality “expert” people come to with code/standard questions and help guide them without direct authority.
Required Qualifications:
- 5–7 years of relevant experience in construction site QA/QC on large industrial, power generation, or utility projects.
- Demonstrated background in:
- Welding oversight and code compliance.
- Piping fabrication and installation QA/QC (shop and field).
- Witnessing hydro/pressure testing and rotating equipment installation.
- Prior work in roles such as:
- QA/QC Manager, Quality Engineer, Quality Surveillance/Quality Oversight, Quality Representative, or similar.
