Job Description
The Fire Rescue Battalion Chief-Operations performs technical and supervisory firefighting and fire prevention activities to maintain fire department operations on assigned shifts. Assists superiors in controlling fire scenes or performing other specialized activities as assigned. Exercises supervision over subordinates through the chain of command. Supervises employees assigned to the County’s fire stations while working their tour of duty. Report to the Deputy Fire Chief and the Incident Commander on a significant incident that they are not serving in the role of IC as required by the National Incident Management System.

Essential Functions
- Responds to emergencies within the County and other areas for mutual aid to perform rescue and fire control; selects appropriate firefighting equipment to control and extinguish fires; lays and connects hoses, operates nozzles to direct firefighting streams, raises and climbs ladders, ventilates burning buildings, forcibly enters, performs search and rescue operations, and assists fire victims as necessary.
- Assists in managing all Fire Department services and activities, including fire suppression, fire prevention, hazardous materials response, disaster preparedness, and related programs, services, and operations.
- Responsible for managing emergency incident scenes such as structure fires, vehicle fires, miscellaneous fires, hazardous materials incidents, vehicle extrications, medical incidents, and miscellaneous calls for assistance.
- Coordinates with other agencies, such as law enforcement, EMS, DHEC, and others, for incident scene participation.
- Operates and maintains an assortment of equipment and hand tools used in the fire service, such as self-contained breathing apparatus, special protective clothing, fire extinguishers, particular chemicals used in fighting fires, bars, hooks, aerial ladder truck, fire pumper truck, portable generators, gas saws, etc.
- Handles area of special responsibilities as assigned by the Fire Chief or Deputy Fire Chief, i.e., equipment maintenance, Apparatus maintenance, hydrants, etc.
- Attend required training courses and seminars to enhance job knowledge and skills and to maintain certifications.
- Receives and reviews daily shift reports, training schedules, maintenance records, etc.
- Refers to policies and procedure manuals, codes/ordinances/laws/regulations, equipment manuals, computer manuals, maps, etc.
- Prepares various records and reports such as activity reports, personnel data sheets, attendance sheets, training reports, leave requests/buddy shifts, and logs; prepares monthly reports; prepares annual appraisals for shift personnel.
- Conduct fire investigations of small fires to determine origin and cause.
Non-Essential Functions
- Performs all other related duties as required by the Fire Chief.
- Train on staffing the ESF-4 position and execute these duties fully during times of emergency. This may or may not include an Emergency Operations Center (EOC) assignment.
- Five (5) years of increasingly responsible experience in firefighting, including three (3) years at the supervisory level of Lieutenant or above.
- Valid S.C. Class E driver’s license or CDL
- Medical First Responder
- NFPA Fire Officer I (IFSAC/ProBoard)
- NFPA Firefighter II (IFSAC/ProBoard)
- National Fire Academy Command and Control Series courses
- Associate’s degree in Fire Science/Technology
- NIMS ICS-400

- Must be physically able to operate an automobile, fire apparatus and equipment, video equipment, and various automated office machines, including a computer, overhead projector, copier, calculator, etc.
- Must be able to exert up to fifty pounds of force occasionally, and/or up to twenty-five pounds of force frequently, and/or up to ten pounds of force constantly to lift, carry, push, pull, or otherwise move objects.
