Location: Spring TX Onsite (100%)

Contract Opportunity

Pay Rate: $60-$65/hr on W2

We are seeking an experienced Senior Procurement Specialist / Contracts Manager to support strategic sourcing and contract management activities focused on Civil Construction Services and/or Electrical & Instrumentation (E&I) Services. This role is ideal for a procurement professional with strong supplier negotiation skills, category strategy experience, and a background managing complex service agreements in industrial or construction environments.

Key Responsibilities

• Manage a portfolio of supplier agreements and new procurement requests from purchase through payment (PtP).
• Develop and execute category and go-to-market sourcing strategies for Civil and/or Electrical & Instrumentation service categories.
• Negotiate pricing, commercial terms, and contract conditions with suppliers while balancing cost, quality, schedule, and risk mitigation.
• Maintain and administer agreement portfolios including amendments, pricing updates, scope revisions, and exhibits.
• Ensure contract compliance, supplier performance management, and effective utilization of procurement systems and tools.
• Collaborate with internal stakeholders to deliver business value, operational efficiency, and timely procurement support.
• Identify cost-saving opportunities and process improvements across procurement activities.
• Provide market intelligence and strategic guidance to support sourcing and category management initiatives.
• Drive procurement best practices and ensure adherence to procurement policies, controls, and governance standards.
  
  
  

Required Qualifications

• 5 years of procurement, sourcing, contracts management, or supply chain experience.
• Prior experience supporting Civil Construction Services and/or Electrical & Instrumentation trades preferred.
• Strong background in contract negotiations, supplier relationship management, and procurement operations.
• Experience managing high-complexity agreements and supporting strategic sourcing initiatives.
• Knowledge of Procure-to-Pay (PtP) processes and procurement systems/tools.
• Strong analytical, communication, and stakeholder management skills.
• Ability to work independently with moderate direction in a fast-paced environment.
  
  
  

Preferred Experience

• Strategic sourcing or category management experience.
• Industrial, energy, construction, engineering, or manufacturing industry background.
• Experience developing procurement strategies and improving supplier performance.
