This position is located in the Office of The Chief Financial Officer and Assistant Secretary for Budget and Programs, Office of Budget and
Program Performance. The incumbent serves as the Associate Director for Budget Execution in the Office of Budget and Program Performance under the Chief Financial Officer and Assistant Secretary for Budget and Programs.

Qualifications:

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-15 on Experience, you must have at least one year of experience equal or equivalent to the GS-14 which must include:

  • Experience managing teams, projects, and process related to Federal budget execution and providing leadership in developing and
    updating budget policies and deadlines; AND
  • Experience consolidating, analyzing, and interpreting budget and financial data while overseeing the adherence to OMB, Treasury,
    and Departmental policies; AND
  • Experience in all aspects of the Federal Budget process, particularly budget preparation and presentation and the preparing of SF-
    132 apportionments and experience with OMB A-11 and the MAX system.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Control of Funds - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of
    obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and
    single-year appropriations).
  2. Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing,
    justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting
    systems.
  3. Decision Support - Knowledge of decision support theories, methods, and tools for identifying, synthesizing, representing, and
    evaluating the important aspects of a decision situation and prescribing the recommended course for decision makers and other
    stakeholders.
  4. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As a Supervisory Budget Analyst, you will:

  • Provide advice and leadership in implementing and developing DOT budgetary policies, processes, and instructions and evaluates the process for effectiveness and compliance with applicable laws and regulations. Provides expert guidance to the Director and the Departmental budget and financial management community on budget execution in support of the OMB and Congressional submission and other budget formulation materials.
  • Set Departmental standards for Operating Administrations for carrying out budget execution work.
  • Provide Operating Administrations assistance serving as a resource for the entire Department on technical budgeting matters. Coordinates across functional or programmatic areas in identifying and resolving technical budget issues. Makes recommendations, which often lead to management directed changes in resource levels, content, emphasis, or time phasing of projects or programs.
  • Stay abreast of Congressional budget-related guidelines levied by the Administration and DOT compliance with these guidelines by attending or reviewing reports of Congressional budget and oversight hearings and conducting thorough periodic reviews. Monitors Congressional activity for legislation that impacts agency funding, budgetary reporting, program data reporting, and other technical matters.
  • Analyze fiscal and other repercussions of legislative proposals developed by the Administration and the Congress. Recommends responses to legislative proposals.
  • Advise senior management in negotiations with the OMB on budget levels for large technical programs, and briefs, and provides information on departmental programs and the corresponding budget impact to senior DOT officials, members of Congress, and Congressional and OMB staff. These briefings require detailed understanding of a broad variety of complex technical issues.

The ideal candidate is a seasoned, motivated, and self-reliant professional with extensive experience managing a range of budget execution functions within an agency or CFO level office. The candidate will be expected to independently manage projects and processes related to budget execution, support the Department’s budget formulation function, and provide program and budget analysis to DOT leadership officials. The candidate should have extensive experience working on the full Federal budget cycle including matters relating to OMB MAX, analysis of funding legislation, establishing budgetary controls (including SF-132 apportionments), analysis of spend plans, and the collection, management, and reporting of budget data. The candidate should have extensive experience working with a range of stakeholders in the Federal budget community and have demonstrated ability to effectively manage a high-performing team.
