This position is in the Veterans' Employment and Training Service (VETS). The incumbent serves as the Budget and Performance manager under the Director of the Office of Agency Management and Budget. The incumbent serves as a first-line supervisor responsible for providing technical expertise on the myriads of issues related to improving VETS.
Qualifications:
You must meet the Specialized Experience to qualify for the Supervisory Budget and Performance Manager, as described below.
For the GS-15 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-15 includes:
- Experience leading or managing work in one or more of the following areas: budget and financial management, performance management, enterprise risk management, internal controls, or business process improvement.
- Using data to support executive decision-making and providing strategic advice and technical guidance to senior leaders on organizational and operational issues.
- Developing and reviewing executive briefings, policy and guidance documents, and budget-related materials.
- Analyzing and resolving complex, cross-functional problems involving budget, business operations, acquisition, performance, or IT; and
- Leading teams or coordinating the work of others to achieve organizational goals.
Responsibilities:
For the GS-15 Budget and Performance Manager the duties include:- Principal advisor to the Director in the areas of innovation, continuous improvement, budget, enterprise risk management, and performance management. Leads VETS efforts in these areas while balancing internal operations and strategic activities.
- Responsible for overseeing the agency's long-range framework and processes to modernize VETS components and ensure they meet their responsibilities. Leads and facilitate cross-agency brainstorming and focused planning sessions with internal and external stakeholders.
- Research new framework and practical tools to lead VETS transformation and early adoption of methods and opportunities to meet the Agency goals and enrich its services, such as human-centered design.
- Serve as the Budget and Program (BP) Manager and Agency Budget Officer for VETS, responsible for comprehensive lifecycle budget planning, formulation, execution, forecasting, financial reporting, and supporting the Office of the Chief Financial Officer's accounting for VETS.
- Promotes and communicate business transformation, reform, redesign, innovation, and culture change focused on continuous improvement and resource-informed application of resources.
- Lead the VETS internal control program and ensure systems are in place and operative to make certain Agency resources and programs are efficiently and effectively managed.
