What are the responsibilities and job description for the Supervisory Program Manager (Director of Transition and Training) position at Veterans' Employment and Training Service?
The Department of Labor (DOL) fosters and promotes the welfare of job seekers, wage earners and retirees of the United States. The Assistant Secretary for Veterans' Employment and Training serves as the principal advisor to the Secretary of Labor on all employment related programs and initiatives that serve transitioning service members (TSMs), military spouses, guardsmen, reservists and veterans. The ASVET also serves as the head of the agency for Veterans Employment and Training Service.
Qualifications:
You must meet the Specialized Experience to qualify for Supervisory Program Manager (Director of Transition and Training), as described below.
For the GS-15 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-15 includes meeting no less than three (3) of the following statements:
- Experience developing policies, plans and directing activities designed to meet office requirements and objectives; or,
- Experience assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; or,
- Experience serving as analysts and advisors to management on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management of Federal agencies or,
- Experience working with Federal Agencies in drafting rule-making language that reflects agency leadership input and legal review.
Responsibilities:
For the GS-15 Director of Transition and Training the duties include:- The Transition Assistance Program (TAP) Director integrates program activities into a cohesive strategy and plans that positively influence the employment related outcomes of over 180,000 transitioning service member each year.
- Responsible for the overall planning, execution and integration of all TAP interagency activities within the DOL TAP office.
- Supervise all TAP policy related activities, which include policy, legislation, partnerships, communications, and outreach.
- Supervise all TAP operations related activities, which include the following: budget, contracts, curriculum, scheduling and alternative delivery methods.
- Supervise all TAP training related activities that can lead to higher wages for transitioning service members.
- Supervise all TAP performance related activities, which include the following: performance, evaluations, data analytics and research.
