Job Summary
This position is located in the D.C. Office of Human Resources (DCHR), Human Resources Solution Administration (HRSA), Classification Team. This position is located in the D.C. Department of Human Resources (DCHR), Human Resources Solutions Administration (HRSA). DCHR provides human resource management services that strengthen individual and organizational performance and enable the District government to attract, develop, and retain a well-qualified, diverse workforce.
This is an intermediate developmental level Human Resources Specialist (Classification) position established to provide advancement to the full performance level, under the guidance of a senior level specialist and/or supervisor and is responsible for determining the appropriate pay systems, occupational series, title and grade of positions. The work assignments, typically, range from average to a moderate range of problems or situations requiring the use of established analytical techniques for problems and issues more of a technical rather than an advisory in nature.
Duties And Responsibilities
Work is normally performed in an office environment, though incumbent may make occasional visits to various locations within the District of Columbia Metropolitan Area.
Education And Experience
At least one (1) year of specialized experience equivalent to the CS-9 grade level in the District of Columbia government service, or its non-District equivalent is required. Specialized experience is experience that has equipped the candidate with the knowledge, skills and abilities to successfully perform the work of the position that includes Comprehensive knowledge and skill in applying the full range of position classification and position management principles, concepts, practices, and techniques sufficient to conduct desk audits, position evaluation, advise managers, and apply position classification standards to positions and make fine distinctions in the proper crediting of factor levels and ultimate allocation of grade levels to positions. ; OR an equivalent combination of education, experience and/or training.
Licensure/Certification And Other Requirements
The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
This position is not represented under a collective bargaining unit and is a 13-month term appointment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Duties And Responsibilities
- Provides technical advice and assistance to management in the resolution of position classification, proposed reorganizations and position management needs. Exercises delegated classification authority to analyze and classify a variety of positions to the proper title, series, and grade. Assignments include routine, uncomplicated organizations involving a variety of positions that are difficult in nature. Analyzes the organization's classification plans to ensure their viability, and that they are achieving their intended objectives.
- Provides continuing position classification services to support organizations which are composed of positions performing work of a mental and judgmental nature such as that typical of professional, scientific, administrative and technical fields. Exercises delegated classification authority in conducting on-site or video conference desk audits and preparing written evaluation statements. Interprets position classification and position management principles practices, and criteria for application to management's requests.
- Participates in researching and developing new alternatives to existing classification systems. Participates in the implementation and administering of the organization's classification program and processes ensuring a competitive level of pay, motivation, and reward.
- Establishes and maintains contacts with supervisors, managers, and agency HR Advisors to determine needs, provide assistance, resolve problems and satisfy expectations. Prepares reports concerning classification activities in accordance with established procedures.
- Reviews and interprets classification or other job evaluation standards, staffing patterns organizational charts and interprets and applies governing laws, regulations, policies and procedures. Participates with senior-level specialists in conducting realignments and reorganizations based upon management requests. Reviews proposed organizational structures and position descriptions and makes recommendations to management.
- Participates with senior classification specialist in carrying out reductions in force (RIF) in accordance with RIF procedures and guidelines. Provides counseling relative to the services, rights and responsibilities of employee(s).
