Job Summary
The Deputy Director position is located within the Department of Youth Rehabilitation’s (DYRS) Secure Programs Division. The mission of the DYRS is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety.
The Incumbent is responsible for assisting the Agency Director in planning, coordinating, implementing, directing and overseeing all direct care services for both detained and committed youth and directly supervises DYRS' Chiefs/Program Managers of Secure Programs. Incumbent collaborates with other departmental heads including Youth and Family Programs, Behavioral Health Services and Medical Services. The role requires extensive specialized and supervisory experience in correctional treatment programs (e.g., group homes, residential, juvenile correction, or rehabilitation facilities); high-level leadership in law enforcement, security, corrections, juvenile justice, youth development, or related human services and mastery of juvenile justice laws, policies, and practices.
Major Duties & Responsibilities
The Deputy Director has delegated authority and responsibility for supervision of the primary child-serving components of DYRS. Ensures that programmatic components of DYRS fulfill the Department's vision of confining youth in the least restrictive environment consistent with public safety and developing a model continuum of care that is strength based and family focused. Develops annual work plans and performance targets to meet the Department's long and short-range programmatic objectives. Directs the preparation of a long-range strategic plan (3-5 years) that ensures the best use of available resources to accomplish the Department's mission.
Incumbent participates with other members of the Director's leadership and executive teams in establishing program policy, planning for the accomplishment of assigned primary programs, and providing advice concerning the implications of major program decisions. Plans, develops and implements the departmental strategic plan which includes statements of philosophy, goals, objectives, definitions of standards of care and performance measures. Manages the day-to-day operations of Secure Programs. Directs the development of internal departmental policies consistent with the Department's mission. Serves jointly as the department liaison with the community along with the Director and the Chief of Staff.
Qualifications And Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work is performed in a juvenile detention facility. Some degree of hazard may be present in working with high-risk youth in custody with histories of aggressive conduct and disruptive behavioral problems. Work is performed in an office setting which is adequately heated, lighted, and ventilated.

Tour of Duty: DYRS runs 24/7 secure facilities. Staff work in shifts or work hours that are on a rotational basis at the DYRS facilities, group homes, or service areas. The Deputy Director provides oversight in the 24/7 operation and work hours may vary.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
