Job Summary
This position is located in the Department of Human Services (DHS), Office of the Director (OD), within the Office of Human Resources. The incumbent in this role is responsible for overseeing human resources operations and providing leadership and supervision of staff and contractors. Operational needs may require the incumbent to ensure effective delivery of all tasks related to, Family Medical Leave Act (FMLA), DC Paid Family Leave (PFL), and Workers' Compensation, Americans with Disabilities Act (ADA) Performance Management and Development, leave administration and other like HR programs and initiatives for the Department of Human Services.

Duties And Responsibilities
The Lead Human Resources Specialist Serves as the subject matter expert for the FMLA, PFL, ADA, Performance Management and Development and leave administration programs. Interprets, administers and provides agency level guidance on leave programs and policies in accordance with the applicable federal and state employment laws. Reviews, approves and/or denies leave and ADA accommodation requests based on relevant medical information to ensure compliance with Health Insurance Portability and Accountability Act (HIPAA), employee privacy, and applicable regulations. Coordinates, tracks, and maintains all leave and accommodation documentation and determinations to ensure accuracy and completeness.
The Lead Human Resources Specialist conducts quality control for correspondence, medical documentation, and leave/accommodation cases; requests clarification or additional information as necessary to ensure adherence to policy. Administers DHS programs and supports the performance management process and systems for both Career Service, Union and Non-Union, and Management Supervisory employees. Advises management on the effectiveness of performance management and career development initiatives, infrastructure, programs and policy. Recommends improvement based on research, risks, best practices, and cost effectiveness.
Qualifications And Education
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions/Environment
The work environment includes an office setting and the work area is adequately lighted, heated, and ventilated. Frequent travel to other DHS locations is required, including service centers and day centers.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability – Security.
Emergency Designation: This position has been designated as Emergency pursuant to Chapter 12 of DC Personnel Regulations.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona-fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7 year) period will result in forfeiture of employment.
