Job Summary
The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. There are six teams within OSSE Human Resources (HR): Recruitment, Employee & Labor Relations, Payroll, Employee Experience (Training), Leave Programs and Compliance. The Recruitment team is seeking a dynamic and motivated Lead Human Resource Specialist to join their team and help support OSSE’s mission and vision.
The Human Resources Specialist will serve as liaison between the agency and the D. C. Department of Human Resources, and as the initial HR point of contact for the agency. The overall responsibility of the Lead HR Specialist is to provide expert advice and assistance to managers, supervisors, and administrative officials on various human resource management (HRM) and human capital issues relating to recruitment, employee relations, compliance, payroll, organizational development, and training. This position ensures that the work assignments of other employees within the Human Resources Office are carried out in an efficient and effective manner; coordinates, coaches, facilitates consensus building and planning; performs highly controversial and complex work, often involving conflicting evidence requiring advanced HRM skills.
Duties And Responsibilities
Identifies, distributes, and balances workloads among employees in accordance with established workflow, skill level or occupational specialization. Assesses the strengths and weaknesses of the HR specialists and assistants and provides leadership in exploring alternatives and determining what improvements can be made (e.g., work methods, processes, and procedures). Ensuring that mission, vision, values, and program strategic plan are communicated and integrated into the team's strategies, goals, objectives, work plans, and services. Researches and apply a wide range of qualitative and quantitative methods to identify, assess, analyze, and improve the team's effectiveness, efficiency, and work products.
Articulates and communicates to the team the assignments, projects, problems to be solved, actionable events, milestones and program issues under review, and deadlines and timeframes for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques and provides advice on work methods. Monitors and reports status of work assignments and reviews completed work to see that the supervisor's instructions on work priorities, methods, and deadlines have been met.
Qualifications And Education
Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Duration of Appointment: This is an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
