The SSHO ensures regulatory compliance, identifies and mitigates hazards, conducts inspections and training, and works with project leadership and government representatives to maintain a safe workplace and minimize risk to personnel, property, and the environment.
Key Responsibilities
- Develop, implement, and maintain project-specific Site Safety and Health Plans (SSHP) and related safety documentation in alignment with NAVFAC and federal requirements.
- Monitor the worksite daily to identify hazards, conduct inspections, and ensure compliance with OSHA, 29 CFR 1926, EM 385-1-1, CFR and other applicable federal regulations.
- Perform job hazard analyses, risk assessments, and safety observations; recommend and verify corrective actions to eliminate or mitigate hazards.
- Deliver safety orientation, toolbox talks, and specialized training to personnel; maintain training records and ensure personnel hold required certifications.
- Provide oversight for high-risk activities including confined space entry, crane and rigging operations, excavation, fall protection, and hazardous materials handling.
- Exercise stop-work authority when unsafe conditions are identified and coordinate corrective actions with site management and subcontractors.
- Investigate incidents, near-misses, and occupational injuries; prepare incident reports, root cause analyses, and follow-up action plans.
- Coordinate safety audits and inspections with NAVFAC, federal representatives, and third-party auditors; support corrective action tracking and close-out.
- Maintain accurate safety records, daily logs, inspection checklists, and regulatory documentation for project files and government review.
- Liaise with project managers, subcontractors, and government safety personnel (NAVFAC/USACE as applicable) to ensure consistent implementation of safety policies and continuous improvement.
- Minimum 5 years of construction safety experience on federal or commercial construction projects; experience with NAVFAC or other federal contracting environments required.
- Demonstrated expertise in construction safety standards and regulations, including OSHA and 29 CFR 1926; working knowledge of CFR and other applicable federal requirements.
- Familiarity with EM 385-1-1 and experience applying its requirements to construction operations preferred.
- Proven ability to develop and implement Site Safety and Health Plans (SSHP) and conduct effective hazard assessments and incident investigations.
- Experience overseeing confined space entry, crane and rigging operations is highly desirable; certifications (e.g., confined space trainer, crane rigging) are a plus.
- Excellent written and verbal communication skills, with experience preparing safety reports and presenting to government and project stakeholders.
- Strong leadership skills, the ability to influence subcontractor behavior, and demonstrated stop-work authority experience.
- Relevant certifications preferred: OSHA 30-Hour Construction, Construction Health and Safety Technician (CHST), Certified Safety Professional (CSP), or equivalent.
- Able to pass government background checks and hold any required security clearances; valid drivers license and willingness to travel to project sites.
- U.S. federal project experience (NAVFAC required; USACE experience is a plus) and familiarity with federal contracting processes and reporting requirements.
