About the Role
In this high-profile and mission-critical role, under the direction of the Chief Deputy Executive Director, Operations, you will lead the design, development, and execution of Covered California’s enterprise-wide information technology strategy. As CIO, you will oversee complex, consumer-facing technology systems, including CalHEERS, the cornerstone of eligibility, enrollment, and retention for health coverage programs serving millions of Californians. Your leadership will help ensure Covered California’s systems are secure, cost-effective, federally compliant, and positioned to deliver exceptional service to consumers and partners.
The CIO drives innovation and collaboration across the organization, providing strategic guidance to executive leadership and the Board of Directors on technology initiatives that advance Covered California’s mission. You will represent Covered California on high-level information technology matters with government agencies, vendors, health plans, and other stakeholders, while fostering a culture of operational excellence, inclusion, and accountability within the Information Technology Division.
Key responsibilities include:
- Directing Covered California’s information technology strategy and overseeing strategic, operational, and organizational planning for major consumer-facing technology initiatives.
- Establishing enterprise-wide policies and standards to ensure technology systems are timely, cost-effective, secure, and compliant.
- Ensuring federal regulatory compliance, including oversight of ARC-AMPE requirements, CCIIO compliance, and the maintenance and renewal of Covered California’s Authority to Operate and Authority to Connect.
- Representing the Board of Directors and Executive Director with high-level stakeholders on critical information technology matters and collaborating across government and partner organizations to advance Covered California’s mission and strategic goals.
- Providing briefings and expert recommendations to the Board of Directors and advising divisional leadership on technology strategy and solutions.

What We’re Looking For
Ideal candidates will have:
- Minimum of 10 years of progressively responsible experience in information technology leadership, strategy, and oversight, including significant executive or senior leadership responsibility.
- Demonstrated success leading technological development and implementation of integrated, enterprise-wide business technology solutions for a large, complex, mission-critical operation.
- Extensive experience overseeing large, complex consumer-facing information technology systems and solutions subject to federal and state oversight.
- Demonstrated experience representing executive leadership and governing bodies with high-level stakeholders on information technology matters.
- Experience communicating and facilitating information technology governance processes and managing information systems within healthcare or a similarly highly regulated industry.
