The Information Technology Division is recruiting for an Information Technology Specialist III to serve as Covered California’s Enterprise Data Architect. This position will provide expert-level architectural leadership for Covered California’s enterprise data ecosystem, with a focus on modernizing and simplifying data platforms, strengthening architecture standards, improving reliability and scalability, and ensuring technical solutions support trusted, governed, and secure data for organizational decision-making.
The Enterprise Data Architect will work closely with IT leadership, technical teams, the Data and Insights Division, business partners, governance bodies, and external partners to assess current and future-state needs, establish enterprise data architecture principles and design patterns, and guide complex cross-functional initiatives from concept through implementation. This role is ideal for a candidate who can think strategically, communicate effectively with both technical and business audiences, and drive enterprise-level architecture decisions that deliver long-term business value.

Qualifications We’re Looking For:
- 5 years of experience developing, implementing, or leading enterprise data architecture for complex organizations, including data platforms, integrations, data models, standards, reference architectures, design patterns, or roadmaps.
- 4 years of experience applying data governance, data quality, privacy, security, access controls, and regulatory requirements to enterprise data environments.
- 5 years of experience modernizing, simplifying, or rationalizing data platforms, tools, services, or technical architecture to reduce technical debt, improve reliability, and support long-term operational sustainability.
- 4 years of experience leading cross-functional architecture discussions and influencing decisions among business, technical, security, operations, vendor, governance, and executive stakeholders.
- Relevant education, training, or certifications related to enterprise architecture, data architecture, cloud platforms, data governance, or analytics. Examples may include a degree in computer science, information systems, data analytics, or a related field, or certifications such as TOGAF, Certified Data Management Professional (CDMP), Azure Data Engineer, Azure Solutions Architect, AWS Solutions Architect, Google Professional Data Engineer, or similar.
