IT Healthcare Project Manager – Medicaid Systems Operations
Location: Columbia, SC (Hybrid work set up)
Type: Long Term Contract
CornerStone Technology Talent Services is seeking an experienced IT Healthcare Project Manager to lead operational management activities for Medicaid enterprise systems. This role will oversee business-critical operations supporting managed care enrollment, claims, encounter processing, payments, production support, EDI interfaces, and related functions.
This is a hybrid position requiring at least three days per week onsite in Columbia, South Carolina. Candidates must be available for on-call and after-hours support during releases and unplanned production incidents.
Responsibilities
- Lead operations and production support activities for MMIS, encounter processing, and supporting Medicaid systems
- Coordinate with internal teams, external vendors, cybersecurity, enterprise architecture, and business stakeholders
- Manage teams responsible for production support, help desk operations, EDI interfaces, and system monitoring
- Oversee incident and issue management, including documentation, escalation, tracking, and resolution
- Manage operational risks and ensure decisions and actions are properly documented
- Handle internal and external escalations and communicate outcomes to appropriate stakeholders
- Monitor security compliance requirements and oversee findings through resolution
- Work with contract management teams to establish and monitor service-level agreements
- Oversee release management, readiness reviews, stakeholder communications, and post-implementation monitoring
- Support change management through backlog grooming, maintenance, and approval-gate compliance
- Develop, implement, and monitor standard operating procedures
- Assign team workloads, provide guidance, and promote a professional and productive work environment
- Prepare operational reports and presentations for leadership
Required Qualifications
- Bachelor’s degree in a technical, business, or healthcare-related field, or five or more years of equivalent experience in business analysis, systems analysis, or systems development
- Five or more years of experience managing system operations or administrative program functions involving healthcare claims or encounter processing
- Five or more years of project management experience leading system implementations or enhancements
- Three or more years of experience managing external system-development vendors
- Experience leading production support, incident management, issue escalation, and resolution
- Ability to provide on-call and after-hours incident support
- Experience assigning work and overseeing team workloads
- Knowledge of the system development lifecycle
- Strong documentation, process management, and organizational skills
- Excellent communication skills with frontline staff, technical teams, vendors, and executive leadership
Preferred Qualifications
- Experience managing Medicaid Enterprise System operations
- Knowledge of Medicaid eligibility, enrollment, claims, encounters, and MMIS concepts
- Experience using ticketing and incident-management software
- Experience developing standard operating procedures for new system implementations
- Experience preparing reports and delivering presentations
- AWS cloud certification
