A state Medicaid agency is adding a Project Manager to lead the day-to-day operations and support of its MMIS and Encounter Processing systems, including the new systems going live as part of its MMIS replacement. You will lead the team that keeps claims, encounter processing, and enrollment running, own incident and release management, and coordinate the outside vendors who build and maintain these systems. The work moves fast and occasionally runs outside normal business hours to cover releases and unplanned incidents.
Location: Columbia, SC. Hybrid, onsite 3 days a week, and fully onsite for the first 30 to 90 days. You must be a South Carolina resident or willing to relocate to the Columbia area before you start, at your own expense.
Contract: 12 months, likely to extend.
Work authorization: US Citizen or Green Card only. Must be visa-independent, no sponsorship or transfer available.
What you will do:
- Oversee operations and support for MMIS, the Encounter Processing System, and related systems, working closely with vendors, cyber security, and enterprise architecture.
- Lead a team covering production support, help desk, EDI/interface support, and stakeholder monitoring.
- Own incident and issue management: documentation, tracking, escalation, and timely resolution across every ticket type.
- Run release management: pre-implementation planning, readiness checks, stakeholder communication, and post-release monitoring.
- Set and monitor SLAs with the contract monitor, and drive security findings (CMS, SSA) to closure.
- Handle internal and external escalations and keep the right people informed.
- Keep SOPs current, make sure the team follows them, and support change management and backlog grooming.
- Provide on-call and after-hours incident coverage.
Required:
- Bachelor's degree in a technical, business, or healthcare field, or 5 years of equivalent experience in business/systems analysis or computer systems development/modification.
- 5 years managing system operations or administrative program functions for claims and/or encounter processing in a healthcare environment.
- 5 years of project management experience running system implementations or enhancements.
- 3 years managing external vendors that provide system development.
- Able to provide incident management on-call and after hours.
- US Citizen or Green Card; visa-independent (no sponsorship or transfer).
- AWS Cloud certification.
- Experience managing operations of Medicaid Enterprise systems.
- Working knowledge of Medicaid eligibility, enrollment, and MMIS concepts.
- Comfortable building presentations and reports.
- Experience with ticketing software.
- Experience writing standard operating procedures for new system implementations.
