Description

The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces.

The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain, and accommodate employees with disabilities.

We are seeking a Procedures Development Specialist II to provide expert assistance in the analysis of federal and state laws and regulations to determine the impact on agency programs. Develops and implements operational policies and procedures for defining program effectiveness. Responds to complex inquiries requiring in-depth research of program policy. Writes and recommends operational procedures manuals; and performs other duties as required.

Responsibilities Include But Are Not Limited To The Following

  • Coordinate the research, analysis, development, revision, and implementation of agency policies, procedures, administrative regulations, and operational guidance across the five divisions. Evaluate federal and state laws, regulations, executive directives, and agency priorities to determine programmatic and fiscal impacts, recommend policy changes, and ensure compliance with the Rehabilitation Act, Workforce Innovation and Opportunity Act (WIOA), and other applicable requirements.
  • Analyze agency programs, operational processes, statistical data, financial information, and system functionality to identify deficiencies, trends, and opportunities for improvement. Studies and evaluate the impact of proposed policy or procedural changes. Recommend corrective actions to improve program effectiveness, operational efficiency, and regulatory compliance.
  • Serve as a subject matter expert for staff across all divisions by interpreting policies, procedures, statutes, regulations, and administrative requirements. Respond to complex inquiries from agency leadership, field staff, providers, partner agencies, and stakeholders through in-depth research and analysis. Prepare written guidance, policy interpretations, and recommendations regarding program eligibility, service delivery, fiscal requirements, and operational procedures.
  • Draft and maintain policy manuals, procedural guidance, administrative regulations, state plan content and related documentation. Develop implementation strategies and training materials to ensure consistent application of new or revised policies and procedures throughout the agency.
  • Serve as liaison between agency leadership and program staff, and other stakeholders to facilitate policy implementation and program administration. Participate in strategic planning, systems improvement initiatives, legislative analysis, and special projects designed to improve agency operations and service delivery.
  • Performs other duties as required.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field will substitute for the required education on a year-for-year basis.

Incumbents working in this job title primarily perform duties in an office setting.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
