The City of St. Petersburg Engineering & Capital Improvements Department is one of 171 American Public Works Association (APWA) certified agencies in the nation and we continue to grow, delivering award winning projects such as the internationally recognized new St. Pete Pier, as well as awards for infrastructure upgrades and sustainability. The Engineering & Capital Improvements Department will be embarking on major infrastructure projects and extensive system capacity upgrades, implementing both the integrated water and wastewater master plan which includes water, wastewater, reclaimed water, and stormwater master plans. Also included in this infrastructure upgrades are roads, bridges, and seawalls, as well as vertical assets such as new Recreation Centers, Police and Fire facilities, and modifications to existing facilities, all focused on resiliency and sustainability.
With such a major replacement and upgrade program, the City of St. Petersburg Engineering & Capital Improvements Department is looking to expand its team to include additional Engineers, Project Managers, Architects, and other essential staff to be part of delivering and advancing its community into a new era.
This is very responsible professional, administrative, and supervisory work providing technical, operational, support, and procedural guidance to the Engineering and Capital Improvements Department and other City departments. Work involves emergency operations functions, including damage assessments; performing complex operational and administrative duties, including analyzing data, drawing conclusions, preparing reports, and making recommendations of practical solutions; reviewing department processes and issuing revisions to improve efficiency and compliance; developing, implementing, and administering new and revised plans, work procedures, techniques, and methods; preparing and recommending code updates in response to changes in statutory or regulatory requirements; participating in the selection, placement, promotion, training, safety, and appraisal of assigned employees; and assisting in the preparation and administration of the department annual budget.
This position administers and oversees:
- The Department’s responsibilities for conducting Damage Assessments in accordance with the City’s Disaster Operations Plan; the Damage Assessment Subcenter before, during and after an event; and the Department’s post-event activities to ensure coordinated work with Risk Mangement, the City Auditor, and FEMA.
- Updates to the City’s Standard Details to ensure accuracy, consistency, and compliance with current engineering practices.
- The Department’s American Public Works Association Certification.
- The City’s Standards for Construction and Technical Specifications.
- The Department’s standards, compliance, and regulatory requirements.
- The Department’s Policy and Procedure Manual.
Salary: $96,328 - $151,830 DOQ

To Qualify
Minimum Qualifications. Applicants must:
- Possess a valid Bachelor’s Degree with major coursework in Public Administration, Business Administration, Engineering, Emergency Management, or a related field.
- Possess and maintain a valid driver license.
- Have considerable knowledge of federal, state, and local ordinances relating to emergency management.
- Have a minimum of 10 years’ experience in project or program management, development, implementation, and coordination.
- Be able to research and compile data and prepare correspondence and reports.
- Be able to effectively plan, assign, and supervise the work of assigned employees.
- Be able to establish and maintain effective working relationships with employees, governmental agencies, and the public.
- Be skilled in the use of a personal computer and computer software including Microsoft Word and Excel to prepare reports, analyses, and studies.
- Be able to communicate clearly and concisely, both orally and in writing.
- Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.
Desirable Qualifications. Preferred applicants:
- Possess a relevant license or certification (e.g., PMP or P.E.)
- Have progressively responsible experience performing technical, professional, and administrative functions in business administration, project management, strategic planning, or other related areas.
- Have considerable experience in administering governmental development programs, community programs, fiscal management initiatives, capital improvement programs, or other management operations.
- Have thorough knowledge of municipal organization, staffing, and operating procedures.
