What are the responsibilities and job description for the Community Service Representative position at City of St. Petersburg?
This is important public contact work evaluating public works, right-of-way forestry and infrastructure maintenance concerns, and ensuring timely referral to appropriate City department work units for resolution. Work includes investigating citizen complaints of necessary maintenance for roads, storm water structures, public utilities, right-of-way landscaping, and sanitation and traffic engineering services; acting as liaison with various community and neighborhood associations; conducting community outreach to raise awareness of City services and programs; explaining departmental policy and pertinent rules and regulations to the public by personal contact or telephone; and overseeing and inspecting other public works maintenance service delivery. Work requires considerable public contact, frequently of a delicate nature, and the exercise of considerable tact, independent judgment and ingenuity in dealing with other department personnel and the public.

To Qualify
Minimum Qualifications. Applicants must:
- Possess a valid high school diploma or GED equivalency.
- Possess and continue to maintain a valid Driver License.
- Be able to establish and maintain effective professional working relationships with employees, community groups and organizations, and the public.
- Be able to communicate clearly and concisely, orally and in writing.
- Be able to competently use a personal computer to write reports, enter data, and conduct research.
- Have some knowledge, understanding, and/or experience in housing or property maintenance, repair, or inspection.
- Be able to prepare and accurately maintain moderately complex records, reports, and case files.
- Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.
Desirable Qualifications. Preferred applicants:
- Possess a valid Bachelor’s degree with major course work in public administration, business administration, communication, or a related field.
- Have considerable knowledge of laws, ordinances and regulations relative to public works maintenance and utility services provided within the City.
- Have considerable knowledge of municipal public works services including departmental functions, procedures, and equipment used in service and maintenance activities.
- Have considerable knowledge of the geography of the City and surrounding areas.
- Are able to interpret aerial photographs, read plat sheets, and interpret drainage maps.
- Are able to accurately, clearly and concisely record observations of the conditions of property.
- Are able to exercise good judgment and discretion in applying and interpreting departmental rules, regulations, policies and procedures.
