SALARY: $23.56/hourly rate / $49,005.00 annual rate

Summary of Duties: Under the general supervision of a Detention Supervisor, the Detention Officer assumes responsibility for various tasks within the City of Plano jail facility. These include performing intake, care, release, and supervision of inmates, as well as ensuring the security of the facility. Additionally, the Detention Officer serves as a point of contact for providing information and assistance to the public, other divisions within the Police Department, other law enforcement agencies, and the Courts regarding inmates housed in the Plano City Jail.

Examples Of Essential Job Functions

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Performs booking procedures into the City of Plano jail facility, including logging property, fingerprinting, taking mug shots, and conducting searches as necessary.
  • Operating computerized equipment such as Livescan, computer imaging, jail management system, NCIC/TCIC Computer System, and utilizing two-way radio and intercom systems.
  • Maintains detailed records and logs and completes forms.
  • Completes Medical and Psychological screenings of inmates upon booking and conducting classification screenings to determine the most appropriate housing to minimize potential safety or medical issues.
  • Regularly interacting with inmates in a modified direct supervision environment to better observe changes in inmate behavior, prevent disruptive activities, and maintain proactive supervision.
  • Restrains combative, suicidal, violent, and/or mentally disturbed inmates as necessary.
  • Monitors the care of inmates in the jail facility, including meals, minor medical attention, showers, visitors, and telephone calls; placing inmates on suicide watch as appropriate.
  • Conducts cell searches; confiscates contraband items.
  • Transfers inmates to and from other detention facilities in the jail van.
  • Monitors inmates during arraignment proceedings.
  • Explains bail and bond-out options to inmates and citizens; accepting bail, bonds, or fines; completing release forms for inmates; responding to other citizen inquiries.
  • Observes and controls visitors and inmates during visitations.
  • Monitors contractors and janitorial staff working in the jail; provides contractors with escort services into and out of secured areas.
  • Attends training and certification courses as required.
  • Consistently complies with all policy, procedure, and laws specific to operations of the Plano City Jail and the housing and supervision of inmates.
  • Serves as a witness in City Court as needed.
  • Provides emergency medical aid to inmates as needed and directed.
  • Operates in emergencies utilizing SCBA units.
  • Physically evacuates unconscious inmates to safety in fire emergencies if necessary.
  • Work any shift or operational assignment as needed, maintaining regular and consistent attendance.

Marginal Duties

Typical Decisions: The incumbent is tasked with proactively observing and assessing inmate behavior to ascertain the need, timing, and type of intervention required to uphold a safe environment for both staff and inmates. This entails making swift, informed decisions on how and when to intervene in managing inmates, determining when physical restraint is necessary to ensure safety and security, and recognizing situations where medical treatment may be warranted. Moreover, the incumbent must remain prepared at all times to respond promptly to emergencies, including any threats to the safety and security of staff, inmates, and the facility.

Minimum Qualifications

The incumbent must possess comprehensive knowledge of:

  • Laws, regulations, procedures, and best practices pertinent to the effective management of inmates.
  • Internal jail security and order standards.
  • Health and safety standards applicable to jail facilities.
  • Federal, State, and local laws, case law, and regulations concerning civil rights.
  • Penal codes relevant to the incarceration of inmates.

The Incumbent Should Demonstrate Proficiency In The Following Skills

  • Effective oral and written communication skills.
  • Conflict management and de-escalation techniques.
  • Awareness of the potential for physical confrontation and the ability to restrain an inmate using proper techniques.
  • Computer literacy.
  • Strong decision-making skills.
  • Officer safety protocols.
  • Basic mathematical calculations.
  • Collecting and accurately counting money.

Education: A high school diploma or GED equivalent is required for this position.

Experience: Some previous work experience in a high stress, high demand, or detention environment preferred, with an emphasis on effectively utilizing varied communication skills.

Any work-related experience demonstrating acceptable proficiency levels in the stated minimum qualifications can serve as a suitable substitute for the specified education and experience requirements.

Licenses and Certifications: Must have a valid Class “C” Driver’s License prior to employment (must obtain Texas Class “C” driver’s license within 30 days of hire per state law). Successful completion of Basic Detention Officer School required within 12 months of hire. NCIC/TCIC clearance. CPR, AED and First Aid certification.

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: Work is performed throughout the Jail, standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen, as well as for continuous observation of surroundings; hearing and speech to communicate in person and over the radio and telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull when searching, transporting, and restraining inmates. Employees may be required to lift, carry, push, and pull materials and objects weighing up to 80 pounds, or heavier, with the use of proper equipment.

Employees work in jail facilities with controlled temperature conditions, constant noise, dust/mites, and some exposure to hazardous physical substances such as cleaning chemicals and OC spray. Employees may be exposed to infectious diseases. Employees may interact with upset inmates and public or private representatives while interpreting and enforcing departmental policies and procedures. They may also be required to operate in emergency conditions while wearing a Self0Contained Breathing Apparatus (SCBA) and must be able to drag a 150-pound person to safety.
