About This Position

The Parks and Recreation Department provides residents and visitors with more than 41,000 acres of desert parks and mountain preserves. The parks feature 41 trailheads and more than 200 miles of trails, and 189 city parks. Additionally, there are 32 community and recreation centers, classes, and sports programs for all ages, 23 pools, eight golf courses, and a variety of specialty and cultural venues and facilities.

The Parks Supervisor position directs and prioritizes the work of supervisory level staff who provide care and maintenance of many parks, mountain parks, preserves, landscaping, special facilities, community centers, sports fields, turf management, and public grounds across the City, including a combined crew of Parks Foremen II and I, Gardeners, Equipment Operators, Groundkeepers, Semiskilled Workers, Trades Helpers, Building Maintenance Workers, and Parks Equipment Mechanics.

The position oversees and coordinates with other division and department personnel regarding major maintenance projects and recreation activities. This position requires the incumbent to have an in-depth understanding of horticultural practices, parks and building maintenance, operations including building and specialty trades.

The Park Supervisor participates in the development and management of budgets, capital improvement projects, park amenity replacements, equipment procurement, ensures compliance with multiple agency regulations governing land, water, and air matters, and conducts inspection and evaluation of work performed. Duties include labor management relations, including coordination with unions and upholding regulations under negotiated memoranda of understanding.

This vacancy is located in the Parks and Recreation Department Northeast Division. The Parks Supervisor serves as the section head of a large geographic area and is responsible for the maintenance operations and oversight of 62 parks, six community centers, three maintenance yards, two warehouse operations, and supervision of four Parks Foreman IIs and two Supplies Clerk IIs. Provides leadership and guidance for 80 FT and PT maintenance staff that make up the Northeast Division.

IDEAL CANDIDATE

  • Ability and skill to apply principles and practices of supervision and personnel administration of a large team.
  • Knowledge and in-depth understanding of the principals of parks maintenance, operation, and management. Horticultural practices of trees, turf, irrigation, and understanding skills in the building trades and equipment maintenance.
  • Effectively communicate with all levels of the department; excellent oral, written, presentation and listening skills will be essential.
  • Possess analytical skills to effectively use data to make decisions and relay information are essential.
  • Will have the ability to build a strong and positive working environment for team members in their section and across the organization.

SALARY

Pay Range: $78,540.80 - $110,510.40 annually.

Hiring Range: $78,540.80 - $100,235.20 annually.

Minimum Qualifications

  • Five years of supervisory experience in parks maintenance,
  • Including three years of experience as a second-line supervisor (or three years of supervisory experience in parks maintenance work at the level of Parks Foreman II).
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications

The minimum qualifications listed above, plus:

  • Five plus years of experience in asset control and operating budgets.
  • Five plus years of experience in parks maintenance, operation and management.
  • Five plus years of experience in horticulture practices (plants/trees, irrigation, landscape care).
  • Five plus years of experience in athletic fields and turf maintenance.
  • Five plus years of experience in staff training and development.
  • Three plus years of experience in building/trades maintenance.
  • Three plus years of experience in procurement and contract management.
  • Two plus years of experience in Capital Improvement Projects.
  • Two plus years of experience in labor relations.
  • Experience in community engagement.
  • Experience with capital improvement programs and operations.
  • Experience working with elected officials, boards, or commissions.
  • State of Arizona Office of Pest Management License, National Playground Safety Institute Certification, International Society of Arboriculture Certified Arborist, or Arizona Landscape Contractor Association Sustainable Landscape Management certification.
