Phoenix Sky Harbor International Airport (PHX) served 51.6 million passengers in 2025, solidifying its position as one of the nation's busiest airports and a vital hub in the country's fifth-largest city. PHX is the largest of three airports in the Phoenix Airport System, which also includes Deer Valley and Goodyear airports. All three are operated by the City of Phoenix Aviation Department (AVN) and collectively generate an impressive annual economic impact of $44.3 billion.
The Aviation Department is seeking an Aviation Superintendent to join the Facilities & Services (F&S) Division to lead key maintenance and facility service programs across the Phoenix Airport System. This position provides leadership for teams responsible for the upkeep, readiness, and operational reliability of airport facilities and equipment. The Superintendent drives initiatives that improve performance, extend asset longevity, and ensure that all airport facilities remain safe, clean, efficient, and customer focused.
This position may oversee several key maintenance and facility service sections such as Fleet Maintenance, Landside Maintenance, Landscape Maintenance, the Sign Shop, or other operational units within the Facilities & Services Division. These teams support critical airport infrastructure and ensure operational readiness across PHX, DVT, and GYR.
F&S employs 430 full-time supervisory, professional, technical, field, and administrative staff and operates with an annual budget of $178 million. The successful candidate will provide strategic oversight for several of the 12 operational sections and will directly supervise professional and supervisory staff responsible for managing supervisory, technical, and field employees.
Key Responsibilities Include
Pay Range: $93,121 to $137,592 annually.
Hiring Range: $93,121 to $124,800 annually.

- Provide leadership, guidance, and management oversight for assigned sections.
- Develop and manage operating budgets for assigned sections.
- Lead the creation and implementation of short-, medium-, and long-term capital maintenance plans.
- Establish, oversee, and evaluate maintenance service contracts to ensure performance and compliance.
- Collaborate with internal and external stakeholders to develop and implement cost-effective solutions that meet operational requirements.
- Foster a culture of innovation, efficiency, superior customer service, and continuous improvement while ensuring compliance with all applicable laws, codes, and regulations.
- Proven leadership abilities with experience developing, coaching, and supporting diverse teams.
- Effective communication skills with the ability to build strong relationships with internal and external stakeholders.
- Demonstrated ability to balance daily operational needs with long term planning and asset management.
- Commitment to customer service, operational excellence, innovation, and continuous improvement.

Minimum Qualifications
- Five years of experience in airport operations, general aviation, or maintenance.
- Three years in a supervisory capacity.
- Bachelor's degree in airport or business management, or a related field.
- Other combinations of experience and education which meet the minimum requirements may be substituted.

The minimum qualifications listed above, plus:
- Experience with contract development and management.
- Experience with process development and improvement.
- Experience with operating budget development and management.
- Experience working with multiple stakeholders to reach consensus.
- Experience with computerized maintenance management system administration.
- Experience with regulatory compliance (i.e. building codes, FAA Regulations, etc.).
- Experience with the development, implementation, interpretation, and application of policies, procedures, and regulations.
- Experience with producing management level written documents, reports, and presentations demonstrating effective communication skills.
- Experience with leadership and supervision of large teams that repair and maintain facilities, including staff development and performance management.
