About This Position
The Environmental Quality Specialist/Hazardous Materials Specialist position will primarily manage the proper handling and disposal of hazardous wastes for the Water Services Department and work in conjunction with other divisions to ensure compliance with local, state and federal regulations. The Environmental Quality Specialist will inspect work sites for compliance, advise management on hazardous wastes and materials management; coordinate waste disposal projects including the handling of laboratory, asbestos, PCBs, hazardous chemicals and mixed waste. This position will maintain certifications in RCRA, DOT and HAZWOPER Incident Command.

Pay Range: $76,627.20 - $107,806.40 per hour
Hiring Range: $76,627.20 - $93,121.60 per hour

The Environmental Quality Specialist will inspect work sites for compliance, advise management on hazardous wastes and materials management; coordinate waste disposal projects including the handling of laboratory, asbestos, PCBs, hazardous chemicals and mixed waste. This position will maintain certifications in RCRA, DOT and HAZWOPER Incident Command.
This Position Will Be Responsible For
- All aspects of compliance (permitting, monitoring, record keeping, and reporting);
- Review and comment on draft legislation;
- Participate in stakeholder meetings;
- Interpret rules and policies;
- Conduct compliance reviews;
- Escort regulators on inspections;
- Maintain permits, plans and certifications;
- Understand hazardous and non-hazardous waste manifests and associated documents;
- Conduct training on regulatory compliance.
- Familiarity with or working knowledge of regulatory reporting requirements for the Clean Water Act, Safe Drinking Water Act, Clean Air Act, and Resource Conservation and Recovery Act.
- Strong skills in written and oral communication, including the ability to lead training sessions and present at public meetings.
- Working knowledge of safety and environmental regulations related to construction and storm water management.
- Working knowledge of CERCLA and RCRA as it applies to environmental due diligence and cleanup activities.
- Proficient in Adobe Acrobat, Excel, PowerPoint and Word.
- Ability to work irregular hours and being on call.
Pay Range: $76,627.20 - $107,806.40 per hour

Minimum Qualifications
- Two years of professional level experience in the field of ground or surface water, air, or soils management.
- Bachelor's degree in hydrology, environmental engineering, geology, environmental science, hydrogeology, biology, chemistry, hazardous materials management, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Requires working outside in a variety of environmental extremes such as heat, cold, rain, air pollution and dust.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
