About This Position

Phoenix Sky Harbor International Airport (PHX) served approximately 52 million passengers in 2025, making it one of the busiest airports in the nation and a key hub in the country's fifth-largest city. PHX is the largest of three airports in the Phoenix Airport System, along with Deer Valley and Goodyear, operated by the City of Phoenix Aviation Department (AVN). Collectively, these airports generate an estimated $38 billion annual economic impact.

The Contract Administration Section within the Facilities & Services (F&S) Division plays a critical role in planning, coordinating, and delivering contract compliance across F&S. The Aviation Department is seeking a Facilities Project Planner to strengthen contract oversight and ensure timely, cost-effective, and compliant execution of procurement projects. This position will focus on detailed contract planning, vendor coordination, fiscal accountability, and proactive administration of F&S contracts.

The role combines project planning and contract administration responsibilities with procurement and buyer functions, supporting the department's mission to maintain safe, efficient, and customer-friendly airport operations. Key Duties And Responsibilities Include

  • Develop and manage scopes, specifications, and criteria for facilities projects.
  • Oversee procurement, including vendor selection, site visits, and contract compliance.
  • Ensure fiscal accountability through invoice review and payment processing.
  • Serve as liaison between contractors, vendors, and internal stakeholders.
  • Arrange purchases of commodities and services for facility projects.
  • Develop detailed project criteria, specifications, and scopes of work.
  • Conduct on-site inspections of structures, furnishings, and systems for compliance.
  • Research, evaluate findings, and make independent procurement decisions.
  • Obtain price quotes from vendors and compare quotes with specifications.
  • Prepare purchase orders through a computerized system and place orders.
  • Review and process invoices and payments for accountability and compliance.
  • Interpret contract provisions and maintain essential project documentation.
  • Assist in contractor selection and conduct pre-bid site visits.
  • Serve as liaison between contractors and F&S sections to address project challenges.
  • Organize and maintain product information, purchase orders, and contract records.

IDEAL CANDIDATE

  • Strong contract administration skills with proven fiscal accountability and documentation management.
  • Familiarity with procurement processes, vendor evaluations, and purchase order/invoice systems.
  • Exceptional written and verbal communication skills to support clear documentation, stakeholder coordination, and issue resolution.
  • Knowledge of:
    • Principles and practices of large-scale centralized purchasing.
    • Assigned commodities and services, including sources of supply and price trends.
    • Procurement processes, contract administration, and municipal compliance standards.
  • Ability to:
    • Communicate effectively with vendors, contractors, and internal stakeholders.
    • Read, comprehend, and apply laws, ordinances, and regulations governing public procurement.
    • Express ideas clearly in writing and maintain detailed records. Work cooperatively and resolve inquiries or complaints professionally.
SALARY

Pay Range: $35.08 to $51.83 per hour.

Hiring Range: $35.08 to $42.64 per hour.

Minimum Qualifications

  • Bachelor's degree in construction management or a related field.
  • OR Four years of paraprofessional level architectural or engineering experience or construction project management experience.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.

Preferred Qualifications

The minimum qualifications listed above, plus:

  • Experience with continuous improvement initiatives.
  • Experience in contract administration and fiscal accountability.
  • Experience as a stakeholder liaison and with issue resolution.
  • Experience with developing project scopes, specifications, and criteria.
  • Experience developing project scopes, and specifications for facilities projects.
  • Relevant certifications (CPPB, PMP, or CM), preferred.
