The Construction Inspections Supervisor in the Design and Construction Management Division of the Street Transportation Department leads a team of field staff engaged in technical inspections, overseeing the construction of the City's Capital Improvement Projects, while performing a broad range of supervisory responsibilities. Projects can include major streets project, traffic signal modernization, pavement preservation, sidewalk and curb ramp improvements, emergency repairs, High Intensity Activated Crosswalks (HAWKS), Active Transportation project, Storm Drain solutions, Water and Waste infrastructure, and bridge construction.
This position administers and oversees the planning, coordinating, testing, and inspection of construction activities and coordinates temporary traffic control, maintenance and construction related activities in the city right-of-way. This individual directs the work for the inspection team and takes disciplinary action as required, as well as observing or monitor construction methods and materials to determine compliance with prescribed operating or safety standards. This position also communicates effectively and professionally with customers, City employees, boards and commissions, and the public in face-to-face one-on-one settings, in group settings, through electronic communications, or using a telephone. Work is performed under the supervision of a professional engineer who reviews work and the results obtained

IDEAL CANDIDATE
Knowledge Of/in
- Administering contracts for Capital Improvement Projects.
- Traffic Control Plans review and set up.
- Field surveying methods and construction techniques.
- Reviewing design plans and specifications as they relate to activities in city right-of-way.
- Compliance, safety practices, traffic control measures, and right-of-way management.
- Construction projects and compliance with applicable federal, state, and city regulations and permits.
- Interpret plans and specifications to identify project inspection needs and ensure compliance with requirements.
- Develop training and provide technical assistance to construction inspectors.
- Manage and supervise construction functions.
- Maintain good working relationships with internal and external partners, contractors, utility companies and others working or holding activities in the right-of-way.
- Analyze work methods, recommend efficiencies, and make informed field adjustments.
- Review work completed by contractors and consultants for technical compliance, and process payment application.
- Ensures that all complaints and requests for information are handled promptly and properly.
- Review project pay estimates, final balance sheets, plan efficiencies, status reports and press releases prepared by inspectors.
- Interpret and apply MAG Standard Specification and Details, City of Phoenix Supplements to MAG.
- Prepare project reports, pay estimates, and written communications.

Minimum Qualifications
- Six years of experience in field inspection engineering work.
- Including two years of technical and skilled public works construction inspection experience (or one year at the level of Chief Construction Inspector).
- Other combinations of experience and education that meet the minimum requirements may be substituted
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

The minimum qualifications listed above, plus:
- Two years of supervisory experience or out of class time as a supervisor.
- Applicable certifications for inspections of Public Works.
- Construction material testing processes and standards.
- Inspection of temporary traffic control.
- Administrating operating budgets.
- Working with public, council, management.
- Microsoft Office Suite, including Outlook Excel and Word.
- MUTCD and City of Phoenix Traffic Barricade Manual.
- Maricopa Association of Governments (MAG) Standard Specifications and Details, City of Phoenix Specifications and Details for Public Works Construction.
- Contract management for contractors and design consultants.
- General procedures and roles of outside agencies, as well as Federal laws and regulations as they pertain to public works construction.
- Working in a municipal environment.
