This role is in the Utility Inspection Section and will supervise the work and administrative functions of field and office staff engaged in technical inspections of dry and wet utility construction projects within the City's right-of-way.

This position will report to the service center located at 4155 W. Glenrosa Ave. Phoenix, AZ 85019. The work hours are 6:00 a.m. to 3:00 p.m. Working outside of regular hours may be required.

Duties Include And Are Not Limited To
- Leading a team of 18 Senior Construction Inspectors, two Chief Construction Inspectors and a Materials Technician who are responsible for the enforcement of permitted plans and City Ordinances related to construction activities in the right-of-way.
- Supervising a team of four Support Services Aides who are responsible for the scheduling, billing, inventory management, and administrative work of the section.
- Coordinating materials, sampling and testing for acceptance.
- Supervising and managing assigned staff workload.
- Working with utility companies and City departments on administrative functions, negotiations, consensus building and the scheduling of construction work.

Knowledge Of/in
- Accounting and permitting software.
- Maricopa Association of Governments (MAG) standard specifications and details.
- Construction field safety practices.
- City Code sections that apply to construction work in the right-of-way (ROW).
- Microsoft Office Suite, including Outlook Excel and Word.
- Work effectively with deadlines.
- Analyze information and make decisions.
- Collaborate with internal and external staff, managers, and utility companies.
- Effectively communicate both orally and in written communication.
Pay Range: $84,468.80 to $113,193.60 annually.
Hiring Range: $84,468.80 to $107,806.40 annually.

- Promotions occur when the last two digits of the pay grade increase.

Minimum Qualifications
- Six years of experience in field inspection engineering work.
- Including two years of technical and skilled public works construction inspection experience or one year at the level of Chief Construction Inspector).
- Other combinations of experience and education that meet the minimum requirements may be substituted
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- This position requires the use of City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

- Requires working outside in a variety of environmental extremes such as heat, cold, rain, air pollution, and dust.
- Working irregular hours, second and/or third shifts, weekends, holidays, and evenings may be required.

The minimum qualifications listed above, plus:
- Five years of experience reading and interpreting civil engineering and dry utility plans.
- Two years of management, supervisory or team leader experience.
- Municipal construction inspection experience, preferred.
- Materials testing processes and standards.
- Working with Small Wireless Facilities.
- Demonstrating an understanding of City HR related policies.
- Citizen Serve, UPIMS, SAP, TRACS, and other City databases.
- Basic software applications to create reports and documents using MS Word and Excel, etc.
- Providing seamless customer service, while working independently and in a team environment.
