About This Position
The Human Services Department provides a comprehensive array of services to help people achieve their highest level of self-sufficiency. Services and programs reach a diverse population of Phoenix residents, from preschool children participating in Head Start programs to older adults attending senior center activities. The Management Services Division (MSD) coordinates information technology, budget, accounting, contracts administration, planning and research, payroll, and other supportive services for the department.
Accountant IVs are responsible for diverse finance-related duties including accounting transactions, maintaining a comprehensive set of controls for a department's enterprise fund, coordination and preparation of annual financial reports, preparation of financial forecast utilized in the issuance of bonds, and providing technical guidance for the analysis and implementation of governmental accounting and financial reporting standards.
Duties vary by department/division, but may consist of the reporting and coordination of bonded debt, oversight of daily public banking operations, development of cost allocation models, and monitoring data and transactions to ensure integrity. Other duties may include the financial management of fixed assets, intergovernmental grant programs, cost accounting for operating budgets, capital improvement programs, accounts receivable, accounts payable, travel review, and payroll. Positions may also be responsible for maintaining the integrity of the City's financial system transactions and preparing various financial reports.

Pay Range: $86,590.40 - 127,920.00 annually.
Hiring Range: $86,590.40 - 116,022.40 annually.

IDEAL CANDIDATE
- Possess a working knowledge accounting theory, Generally Accepted Accounting Principles (GAAP) and practices of municipal finance and personnel management.
Pay Range: $86,590.40 - 127,920.00 annually.
Hiring Range: $86,590.40 - 116,022.40 annually.

Minimum Qualifications
- Five years of professional accounting experience.
- One year in a supervisory capacity.
- Bachelor's degree in accounting, business or public administration or a related degree.
- Other combinations of experience and education which meet the minimum requirements may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

The minimum qualifications listed above, plus:
- Experience in using financial computer applications such as Oracle's Unifier Capital Project Management System, or other related financial construction project management systems.
- Experience working with federal grants.
- Experience with supervising staff, such as hiring and firing; handling disciplinary issues; coaching; and conducting performance evaluations.
- Five or more years of experience in:
- Budget development and preparation.
- Financial reporting.
- Excel Experience.
- Four or more years of experience in review and analysis of budget to actuals reconciliation.
- Three or more years of experience reviewing, monitoring and analyzing Federal or State Grant budgets.
- Two or more years of experience with SAP/SRM.
- Two or more years of experience in high-level communication/presentation skills (written/verbal).
