Chesterfield Emergency Communications Center (ECC) is the public safety answering point for Chesterfield County, a suburb of Richmond, Virginia, servicing 437 square miles. HERE’S WHAT YOU NEED:
Candidates must possess the ability to handle multiple tasks, make fast-paced decisions, provide quality customer service, have good oral and written communication skills, and be knowledgeable with computers.

Current valid driver's license and good driving record required. Based on the Virginia DMV point system, records must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.

Pre-employment drug testing, vision and hearing screenings, FBI criminal background check (which includes a psychological evaluation) and education/degree verification are required.

This position is subject to working in high-security areas governed by the US Department of Justice’s Criminal Justice Information Services (CJIS) Security Policy and therefore requires successfully passing a more stringent criminal background check, which includes a psychological evaluation. Must be a US citizen or have been a lawful resident of the US for the past ten consecutive years.

This position is considered Safety Sensitive and is subject to random drug and alcohol testing.

MINIMUM QUALIFICATIONS:
Five years’ experience in Data Processing or related field; bachelor’s degree in information systems or related field; satisfactory completion of college-level course work in systems analysis; five years’ experience in an Emergency Communications Center (ECC) dealing with Computer-Aided Dispatch (CAD) and E911; or an equivalent combination of training and experience. Have extensive knowledge of networking methodologies and standards; In depth knowledge and understanding of appropriate Federal, State, and local laws, codes and ordinances related to a 911 center to include US Department of Justice’s Criminal Justice Information Services (CJIS) Security Policies. Have extensive knowledge in Microsoft Windows, Windows Server, Microsoft Office (Outlook, Word, Excel, PowerPoint, Access, Visio, Project), VMware, Structured Query Language (SQL) databases, SQL Server Reporting Services (SSRS), Power BI, and Crystal Reports. Certification in one or more of the following preferred: National Emergency Number Association (NENA) – Emergency Number Professional (ENP), NENA – Center Manager Certification Program (CMCP), Fitch and Associates – Communication Center Manager (CCM), Microsoft Certified Solutions Associate (MCSA) or Microsoft Certified Solutions Expert (MCSE), and a working knowledge with VMware vSphere. Must possess a wide range of skills in resource management and have experience in effective administrative support roles with team members and customer base, both internal (outside department personnel) and external (citizens). Position requires the Manager to be an extremely accomplished technical and personal communicator. Knowledge is required in the following areas: principles, practices and methods of Emergency Communications management and administration and applicable federal, state and local laws and ordinances. The position requires skills in effective supervisory principles and practices, personnel, data, and educational administration and operational policies.

DUTIES:
Under the direction of the Chief of Emergency Communications, this position oversees, directs, and manages the positions of the Senior Automation Analyst and Senior GIS Analyst. Manages all equipment and software in the ECC to include; E911 telephone system, Computer-Aided Dispatch (CAD), digital voice recorder, Motorola 800 MHz radio systems. Serve as Department’s Automations Security Coordinator for Chesterfield’s Information Systems Technology (IST) department and is the department’s CJIS Local Agency Security Officer. Coordinate with vendors to ensure timely and appropriate installation and repair of equipment. Work with the ECC Management Staff to create and monitor portions of the annual budget. Create, maintain, and run reports that provide statistical analysis for ECC budgeting, performance planning and management purposes. Communicate departmental needs to IST. Coordinate all repairs of automation equipment in the ECC. Provide technical support to ECC employees as needed. Develop standards for departmental microcomputers and update the standards periodically. Evaluate the automation training needs of ECC personnel, recommend automation training courses, and conduct training as required. Write automation systems user documentation. Work with Chesterfield Radio Shop on maintaining radio consoles and radio technology in the ECC. In coordination with Management, serves as Project Manager for major information technology projects; manages the department’s intranet website and in-house databases/reporting systems; manages the county’s fire/security alarm processing system. Perform other work as required. This position is required to work outside of normal business hours on occasions and to be on a rotating on-call schedule.

COMPENSATION:
This position is part of the step-based Public Safety Pay Plan/PSPP. The standard starting salary is $99,919 but may be adjusted based on previous experience. Salary is commensurate with experience. New employees hired after January 1 will receive their step increase the following fiscal year.
