This is not a traditional payroll role. While payroll processing is a core responsibility, a significant portion of the position focuses on post‑payroll compliance, certified payroll reporting, and manual data validation. The ideal candidate brings hands‑on prevailing wage experience and is comfortable operating in a fast‑paced, highly regulated environment.

Key Responsibilities
- Process weekly, multi‑state payroll for approximately 2,000 employees using Paylocity
- Manage and ensure compliance with Certified Payroll Reporting (CPRs) under Davis‑Bacon and other prevailing wage regulations
- Review, edit, and submit certified payroll reports, including validation of:
- Craft and job classifications
- Apprentice and trainee classifications
- Fringe benefit calculations
- Investigate and resolve rejected, inaccurate, or incomplete payroll submissions
- Partner closely with Time & Labor and Operations teams to resolve:
- Timekeeping discrepancies and missed punches
- Job classification and pay rate issues
- Perform manual payroll data analysis, validation, and reconciliation, often outside of system‑generated reports using advanced Excel techniques
- Maintain and apply prevailing wage fringe schedules and ensure proper application during payroll processing
- Reconcile payroll‑related general ledger accounts and support accounting with payroll reporting
- Upload, manage, and track payroll and compliance documentation across multiple reporting portals and systems
- Support internal and external audits, tax reporting, and DOL or third‑party compliance inquiries
- Assist with year‑end payroll processing, reconciliations, and reporting
- 2–5 years of payroll experience (multi‑state payroll strongly preferred)
- Direct, hands‑on experience with:
- Certified Payroll Reporting (CPRs)
- Davis‑Bacon and prevailing wage regulations
- Strong understanding of:
- Wage determinations and classifications
- Fringe benefit calculations
- Payroll compliance requirements
- Advanced Excel skills, including data manipulation, analysis, and reporting
- Exceptional accuracy and attention to detail
- Proven ability to manage multiple deadlines in a high‑volume environment
- Strong communication skills and ability to collaborate cross‑functionally
