Job Description And Duties

Under general direction provided by the Accounting Administrator I (Supervisor) of the Security Analysis Unit (SAU) of the Accounting Bureau, the incumbent will be expected to understand and utilize the laws of the State of California, governmental accounting principles, and procedures prescribed by the State Controller’s Office (SCO). The incumbent will apply analytical procedures necessary to independently maintain records related to the securities escheated to the SCO, Unclaimed Property Division (UPD). The incumbent will operate at the full journey level of this classification, exercise a high degree of independence and perform the full range of duties.

Duties Performed:

(Candidates must perform the following functions with or without reasonable accommodations.)

  • Act as lead analyst and assist staff in the SAU while maintaining a high level of productivity in reconciling the securities in the securities portfolio.
  • Conduct research and analysis of historical documents independently, compile corporate action and share information from the legacy systems.
  • Create and maintain worksheets for securities reconciliation documentation and for detailed tracking of securities transactions posted in the Unclaimed Property Management System (UPMS) to effectively manage the securities portfolio.
  • Reconcile all security issues and custodian shares balances in UPMS against account statements received from the SCO’s contracted broker and other brokers.
  • Post all corporate actions to current on the security issues prior to the securities sale, enabling cash proceeds from the sale to be posted to UPMS and available for future processing as a cash claim instead of a security claim.
  • Contact internal and external resources when historical documents are not available to the SCO and provide recommendations to management for resolving securities related issues.
  • Process security claims as needed.
  • Analyze and verify that posting of shares and cash received as a result of corporate actions are complete to ensure data is posted accurately in UPMS. Provide updates and make recommendations to management regarding how to resolve old and outstanding corporate actions and security issues not reconciled to the current statement date to ensure the securities portfolio is maintained accurately.
  • Prepare system requests to make necessary corrections to the records in UPMS due to system conversion errors and system restrictions.
  • Provide direction to resolve securities related questions and complex problems received from staff.
  • Provide training to other SAU staff on desk procedures and perform peer/second reviews of assignments as directed by the unit supervisor and the section manager.
  • Work on special projects and provide reports requested by management.
  • Develop accounting procedures appropriate for and specific to the Unclaimed Property program.
  • Advise UPD management regarding securities and market trends, interpreting accounting data to identify problem areas and recommending corrective measures. Draft applicable correspondence and provide accounting information and reports to management.
  • Report system problems and make recommendations for system enhancements.
