Job Description And Duties

Under general supervision of a Payroll Officer, the incumbent is responsible for auditing and processing Position Control documentation on a statewide basis, which must follow established State and Federal laws, rules, policies, and procedures. Incumbents are assigned progressively more complex and difficult duties as they gain experience and training.

Duties Performed:

(Candidates must perform the following functions with or without reasonable accommodations.)

  • Audit and process position control documents that include the establishment of one-time and out-of-state headers. Audit, and batch documents to add, change or delete positions from the position control system. Identify position salaries submitted over the maximum allowed salary by the Department of Finance. Generate the monthly position roster report. Provide direct assistance to Human Resource offices, Executive Office, PPSD Legislative Liaison and Statewide Customer Contact Center on a variety of inquiries. Facilitate the annual Fiscal Year End process which includes working with the System Activities Coordination Support unit, and Statewide Accounting and Reporting. Research and resolve errors on the negative man month report. Participate in requirement development, testing and troubleshooting of various Client Builder and Tracker applications. Assist in the development of requirements and testing of new features in ConnectHR. Represent the position control program in CSPS activities. Develop and deliver unit training. Review, monitor and evaluate less experienced Personnel Specialists and provide input to the Payroll Officer.
  • Audit research and resolve complex system generated errors. Resolution requires abstracting and analyzing detailed information and communicating effectively to HR Departments, and Budget Analysts to resolve errors. Review and edit payroll letters. Update the Payroll Procedure Manual as needed.
  • Recommend improvements to management to streamline current business processes. Compile statistical data to create weekly and monthly reports for management. May cross train in other units for support.
  • Perform a variety of administrative tasks (e.g. photocopying, mail) to support the unit.
