Job Description And Duties
Under the general supervision of the Accounting Administrator I (Supervisor), the incumbent will learn and apply the laws and statutes of the State of California, fiscal systems including the Financial Information System for California (FI$Cal), governmental and state accounting procedures, accounting rules and regulations maintained in the State Administrative Manual and the Uniform Code Manual, and procedures prescribed by the State Controller’s Office (SCO) to perform analytical duties related to the apportionments process. The incumbent, operating at the entry and trainee level, will perform the full range of duties including, but not limited to the following:

Job Description And Duties

- Process payments to local governments and post payment data online that meets web content accessibility requirements.
- Perform less complex analytical duties pertaining to fund reconciliation and the preparation of payment spreadsheets.
- Review and analyze the accuracy of data contained in various payment related reports.
- Prepare forms for annual data submission. Analyze, verify, and review data collected from local governments.
- Communicate and work collaboratively with representatives from other state agencies, local governments, and other interested parties.
- Assist in collaboration with system programmers, management, and other state agencies to develop, implement, and test statutory changes affecting various payment programs.
- Assist in monitoring and analyzing proposed legislation to determine the impact it will have on SCO. With supervision, advise management on proposed amendments, resource needs, workload impacts, and of potential changes to procedures.
- Assist in the configuration, implementation, and testing of procedures and payment calculations for payment programs utilizing the Agile Payment System (APS) and FI$Cal. Ensure internal controls and statutory requirements are followed.
- Learn and develop skills through assisting senior staff with moderately complex payments.
- Prepare correspondence, as needed.
