This IT Manager is responsible for the management of and delivery of data services for OTSI to the entire Agency and its departments. This includes (1) management of a modern data platform that is used to generate critical research and services to state leadership and the public like the All Hazards Dashboard and Open Data Platform (2) building generative AI and other services for use by the Agency and its Departments (3) people management of the team and our data vendors (4) integrating disparate data sources into valuable services, including managing identity resolution.
Under the direction of the Chief Data and Artificial Intelligence Officer, the Enterprise Data Services Manager will plan, organize, manage projects and portfolios, and lead the engineering of the OTSI agency data service environment within the Office of Technology and Solutions Integration. The enterprise data services environment delivers the cloud-based platform for data exchange, dashboards and insights, analytics and business intelligence for OTSI leadership, projects and departments. The Manager will provide technical and operational leadership and fill the project architect role for complex agency data exchange projects as well as maintain a modern and desirable data environment. The Manager will participate in strategic architecture planning and design efforts where the Enterprise Data Services environment supports or has infrastructure implications on the architecture vision of the Future data and Digital Ecosystem (FDDE) outlined within the OTSI IT and Data Strategic Plan (ITDSP).

On July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receives a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit. This position is currently eligible for telework opportunities. This position is currently hybrid. The amount of telework is at the discretion of the OTSI and is subject to operational needs.

Business travel may be required. All commute expenses to the reporting location will be the responsibility of the selected candidate.
