The California Healthcare Eligibility, Enrollment, and Retention System (CalHEERS) is an automated system that serves as the consolidated system support for eligibility, enrollment, and retention for the California Health Benefit Exchange (also known as Covered California), Medi-Cal, and Healthy Families. The CalHEERS system also streamlines resources from which individuals and small businesses will be able to research, compare, check their eligibility for, and purchase health coverage.

Under direction of the Information Technology (IT) Manager I, the IT Specialist I – Retired Annuitant acts as the Project Management (PM) Analyst and will perform advanced technical specialist level responsibilities in support of various IT PM processes, including but not limited to communication management, change management, process and deliverable management, schedule management and release and defect management. The PM Analyst will act as a project lead on complex IT PM activities and efforts.  The PM Analyst is expected to maintain regular, consistent, predictable attendance, possess integrity, initiative, dependability and good judgement.  In addition, the PM Analyst independently performs activities in support of IT PM functions

PLP:

On July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receives a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit. Telework:

This position is currently eligible for telework opportunities. This position is currently hybrid. The amount of telework is at the discretion of the OTSI and is subject to operational needs.

Reporting Location:

Business travel may be required. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Travel reimbursement considerations take into account an employee’s home address and designated reporting location and are subject to applicable policies, rules, regulations, and bargaining unit contract provisions.
