Job Description And Duties
Under the general direction of the Information Technology Manager II (ITM II) the incumbent will be responsible for the development and maintenance of various Information Technology (IT) software solutions to support activities required of the California State Payroll System (CSPS) Project. The CSPS Project will deliver a modern solution for human capital management including core HR functionality (position control, personnel administration, benefits administration, and time management), travel and business expense and payroll. To manage various aspects of the CSPS Project, various IT software solutions have been and will be employed to support the project (e.g. SharePoint; Client Relationship Management software; Requirements Management software, etc.)
The incumbent will work closely with the project team to develop and maintain new and existing IT solutions that assist with the management of project workstreams, and implement additional IT solutions for the CSPS Project. The incumbent will be responsible for the procurement and subsequent design, development, deployment and maintenance of IT software solutions. The incumbent will be responsible for gathering system requirements, designing, developing, testing, documenting, and maintaining all IT solutions to meet the needs of the CSPS Project.

Duties Performed:

- Serve as a contributing IT Solutions administrator for implemented IT solutions, managing access and requested changes. Attend various project meetings, review project activity and status for potential update content. In collaboration with peers work to design, develop, test, and deploy updated content, functionality, and automation for implemented IT solutions.
- Perform software quality assurance and quality control on implemented solutions. Perform required upgrades; capacity validation and maintenance, ensure solution licenses are maintained, user roles are identified and security roles assigned appropriately.
- Develop, maintain, review, and present usage reports to inform project management of the performance of the various IT solutions in their effectiveness. Recommend and/or make changes to improve IT solutions. Perform CSPS support activities to assist the Workstream Chiefs as needed.
- Assists in developing implementation plans for recommended IT Solutions and comply with established Project Change Control, Requirements Management, and other CSPS Plans. Works with CSPS Project Team members to design, configure, test and implement IT solutions that support and align with the CSPS Project strategies.
- Develop training materials for CSPS Project IT Solutions and provide training for existing and new project staff. Incorporate IT solution processes with existing project processes.
- The current IT catalogue includes, but is not limited to Microsoft SharePoint; IBM Rational DOORS (a requirements management cloud based solution); and a Client Relationship Management (CRM) solution.
- Acts as a main contributor to implement website design changes to ensure effective communication for CSPS Project Stakeholders. Ensure the website is current and maintained throughout the CSPS Project lifecycle. Ensure website design adheres to the SCO Public Website Content Management Group policies.
- Perform technical analysis of proposed technology solutions with market research, risk assessments and assess the CSPS Project to validate business needs to identify and recommend additional IT software solutions. Perform cost analysis, develop solution requirements and work with the CSPS Contract and Procurement Manager on subsequent procurements required. Ensure compliance with SCO Enterprise Architecture policies. Review IT Solution technical documents to interpret specifications, system implementations, capabilities, interdependencies, and compatibilities.
