Under general direction of the ITM II, the ITM I has full management responsibility to plan, direct, organize, and manage the day-to-day activities of California’s WIC EBT services. Direct and manage the ongoing operations of the WIC EBT including direct communications with the WIC EBT services contractor and the California Department of Public Health (CDPH). Direct and oversee staff (state and consultant) responsible for oversight support and monitoring of the California WIC EBT system, electronic funds transfer service offerings in California, and other WIC EBT-related services.

On July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receives a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
