Under direction of the Information Technology Supervisor II, the Information Technology Specialist I acts in a lead role over lower-level staff as well as assists the project leader on complex information systems program development and support; performs as an expert in the specialized Internet Protocol (IP) based Public Safety Emergency Communication systems, and functions as a skilled advisor to top level local agency emergency communications leaders.

Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

This position is located at the Public Safety Communications Campus in Sacramento County.

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Public Safety Communications (PSC) Technical Services Branch provides a variety of services to PSC and the public safety agencies it serves. The Branch oversees the California Public Safety Microwave Network (CAPSNET), licensing of public safety radio spectrum with the FCC, and a host of ancillary services that support PSC’s service delivery.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of:

  • Next Generation 9-1-1 (NG 9-1-1) network, 9-8-8 system and Office funding policies.
  • CA State contracting guidelines, contract service level agreements.
  • 9-1-1 and 9-8-8 telecommunications and IT terminology.
  • Quality assurance practices and principles.
  • Client Services and Business Technology Management.

Ability to:

  • Establish and maintain effective, professional working relationships.
  • Logically plan, organize work and adjust to evolving priorities and challenges.
  • Communicate effectively both orally and in writing.
  • Use good judgement, make decisions, and execute tasks.
  • Consult with and advise on a variety of subject-matter areas, translating technical data processing terms into everyday language.
  • Gain and maintain the confidence and cooperation of executive management, the Next Gen Project Manager team, and supporting partners.
  • Demonstrated ability to act independently, open-mindedness, flexibility, and tact.
