Serves as direct support to the to the Director of Elections. Acts in the absence of the Director of Elections. Provides customer service and serves as a primary point of contact for voters via phone or in person, including providing voter registration and election information. Interacts with voters and performs all duties in a non-partisan manner. Supervises/performs specialized office and clerical tasks to support the daily operation of Voter Registration, especially maintaining accurate voter registration records (including processing both electronic and physical applications). Assists Director of Elections with election preparation, and absentee and early voting, ensuring voting equipment and electronic pollbooks are programmed, tested, and distributed and returned, as necessary.
Maintains strict confidentiality of records and data. Learns and follows applicable policies and procedures; guidance from Virginia Department of Elections and State Board of Elections; and all applicable state and federal laws.
Essential Functions of the Position:
- Assist voters, candidates, citizens, and organizations with voter registration services and information via phone, email, and in-person. Interact with the public, other office staff, Electoral Board members, County administration, candidates, and the Registrar with respect, professionalism, a high level of customer service, and a non-partisan manner. Handle difficult interactions with tact and insensitivity.
- Supervises support functions and daily operations of the department, including Assistant Registrars.
- Process voter registration applications and related materials, including—
- Review each voter registration application to determine voter qualification.
- Process voter registration applications (paper/electronic) in voter registration system accurately.
- Process voter registration cancelations due to voter requests, deaths, felony convictions, or judgments of mental incapacitation.
- Scan all correspondence, forms, etc. into voter registration records o Review and correctly handle returned change of address confirmation notices.
Perform general office and clerical functions, including—
- Maintain correspondence files as outlined by retention schedule.
Enforce all security procedures to ensure both physical and cyber security of voter records, voting equipment, election data, and office computer equipment.
Build and maintain a working knowledge of relevant sections of the National Voter Registration Act (NVRA), Help America Vote Act (HAVA), Code of Virginia, Freedom of Information Act (FOIA), and guidelines from Virginia Department of Elections and State Board of Elections.
Assist with election preparation, election equipment testing and programming, absentee and early voting as necessary.

Required Skills, Knowledge and Abilities:
- Ability to perform all duties and respond to inquiries in a non-partisan manner.

- Good working knowledge of general administrative procedures, methodology, terminology, and equipment.
- Strong knowledge of Microsoft Office applications with emphasis on Outlook, Word, and Excel.
- Ability to work efficiently and effectively to meet required deadlines in compliance with federal and state election laws.
- Attention to detail.
- Ability to comprehend and follow oral and written instructions with minimal guidance from others.
- Ability to work efficiently and plan work assignments to meet goals and objectives.

- Ability to adjust routine procedures to accommodate new guidelines or improve processes.
Education, Training and Experience:
- High school diploma/GED equivalent.
- Demonstrated computer proficiency skills with emphasis on Microsoft Office applications.
- General office experience is preferred.
- Voter registration and/or election experience is preferred but not required.
Supervisory Responsibility:
This position has no supervisory responsibilities.
Special Conditions or Requirements:
Position is appointed by and serves at the will of the Director of Elections & General Registrar of Augusta County (pursuant to Code of Virginia §24.2-112).
Term runs concurrently with Director of Elections & General Registrar, current term expires June 30, 2027.
Director of Elections & General Registrar is an appointed position serving 4-year terms.
Must be a registered voter in the Commonwealth of Virginia.
Must possess a valid motor vehicle operator’s license issued by the Commonwealth of Virginia.
Must have reliable transportation.
Must be available to work hours in excess of normally scheduled hours in response to departmental needs when necessary.
Extended and Saturday and Sunday hours required during election cycle.
Working Conditions:
- Environmental: Work is typically performed in an indoor setting.
The department is currently open to the public Monday through Friday from 8:00 a.m. until 5:00 p.m., with a lunch from 1:00 p.m. until 2 p.m. This position will require a flexible schedule to accommodate the needs of the Department and the County to include evening, weekend and occasional holiday hours.
Physical Effort: Light to moderate work, exerting up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. -
