Full Job Description

The organization is undertaking a comprehensive, multi-year modernization initiative to replace aging legacy systems, including full retirement of the ALICE platform, and transition to a unified, cloud-native environment. This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS and MyERS.

The organization serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities. The modernization addresses fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies.

The initiative introduces a modern technology stack including Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, and document management and process automation solutions to support scalable, secure, and efficient operations.

Current State

• Legacy systems moved from on-premises hosting to Azure cloud migration in May 2024.
• Member portal modernized in July 2025.
• All IS resources support legacy systems while simultaneously building modernized systems.
• Project charter and Software Development Life Cycle established and in practice.
• Environment and foundation for modern applications defined and nearing completion.

Requirements

• Knowledge of modern application development frameworks, programming languages, and secure coding practices.
• Knowledge of SDLC methodologies, including Agile.
• Knowledge of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria.
• Knowledge of TRS business rules, including those specific to the Pension Software System.
• Familiarity with legacy system architecture, dependencies, technologies, and integration points.
• Experience with application development, including coding, unit testing, documentation, code reviews, and pull requests.
• Experience developing, enhancing, and maintaining application components based on functional and technical requirements.
• Experience developing clear, actionable user stories and maintaining a prioritized backlog.
• Experience developing APIs, system interfaces, and automation workflows.
• Ability to deliver high-quality work with minimal defects.
• Ability to translate technical specifications into maintainable, production-ready software.
• Ability to collaborate effectively with technical staff, analysts, testers, and project managers.
• Ability to manage multiple development tasks and meet established timelines.
• Ability to communicate complex concepts clearly to both technical and non-technical audiences.
