Job Title: Chief Estimator – Heavy Civil

About the Role
We are seeking an experienced and strategic Chief Estimator to lead preconstruction and estimating efforts for large-scale heavy civil infrastructure projects across the New York region. This role is critical in driving competitive, accurate, and timely bids while overseeing a team of estimators and collaborating closely with operations, project management, and executive leadership.
Key Responsibilities
- Lead and manage all estimating activities for heavy civil projects including highways, bridges, tunnels, transit, and utilities
- Review and interpret drawings, specifications, and other bid documents to prepare detailed cost estimates
- Develop bid strategies, risk assessments, and value engineering options
- Oversee quantity take-offs, pricing, and subcontractor/vendor solicitations
- Build and maintain strong relationships with subcontractors, suppliers, and clients
- Present estimates and proposals to executive leadership and stakeholders
- Mentor and develop estimating team members, ensuring best practices and continuous improvement
- Analyze historical data and market trends to enhance estimating accuracy
- Coordinate with operations teams to ensure seamless project handoff upon award
Qualifications
- Bachelor’s degree in Civil Engineering, Construction Management, or related field (or equivalent experience)
- 10 years of estimating experience in heavy civil construction, with at least 3–5 years in a leadership role
- Strong knowledge of infrastructure project delivery methods (Design-Bid-Build, Design-Build, CM/GC)
- Proficiency with estimating software and tools (e.g., HCSS, HeavyBid, Bluebeam, Primavera)
- Deep understanding of New York market conditions, labor, and regulatory requirements
- Excellent analytical, organizational, and communication skills
- Proven ability to manage multiple complex bids under tight deadlines
Preferred Qualifications
- Experience with large public agency projects (e.g., DOT, MTA, Port Authority)
- Professional Engineer (PE) license or equivalent certification
- Strong network within the regional construction industry
