The Quality Control Inspector conducts field inspections of disaster debris removal, waterway restoration, environmental remediation, and construction operations to ensure compliance with contract specifications, FEMA guidelines, and regulatory requirements. This position performs daily monitoring activities, documents work progress and quality issues, and assists in maintaining project quality standards.
ESSENTIAL DUTIES AND RESPONSIBILITIESField Inspections:
- Conduct daily field inspections of debris removal operations including rightofway clearance, hauling activities, temporary debris staging sites, and final disposal areas
- Monitor waterway debris removal and civil construction activities for compliance with environmental permits and specifications
- Verify proper equipment operation, material handling procedures, and work zone safety conditions
- Monitor and document debris volume measurements using load tickets, site photographs, and field observation reports
- Track debris hauling operations verifying truck identification, load contents, and proper segregation of materials
- Record daily production rates, equipment utilization, contractor crew composition, and operational issues
- Verify compliance with contract specifications, FEMA Public Assistance requirements, and USACE quality standards
- Ensure adherence to environmental regulations including permits, waste disposal requirements, and erosion control measures
- Confirm contractor compliance with OSHA safety requirements and proper handling of hazardous materials
- Prepare Daily Quality Control Inspector Reports documenting work performed, quantities removed, and compliance status
- Photograph work activities, site conditions, and deficiencies for project records
- Complete inspection checklists and maintain organized field documentation files
- Identify and report quality deficiencies, contract noncompliance, and workmanship issues to Quality Control Manager
- Monitor contractor responses to deficiency notifications and verify completion of corrective actions
- Stop work when critical safety hazards or environmental violations are observed
- Minimum 3 years experience in construction inspection, debris monitoring, or quality control field work
- High school diploma or equivalent; Associate degree in Construction Technology preferred
- Valid driver's license and OSHA 10Hour Construction Safety certification (OSHA 30Hour preferred)
- Ability to pass drug screening and background check
- Experience with FEMA disaster response or governmentfunded projects strongly preferred
- Must be legally authorized to work in the United States and able to provide documentation establishing identity and employment eligibility as required by Form I9 and without sponsorship.
- CQM Certification or Construction Quality Control Inspector training
- Experience with USACE Quality Assurance programs and environmental remediation operations
- Understanding of construction methods, debris removal operations, and quality control principles
- Knowledge of contract specifications, FEMA guidelines, and safety regulations
- Ability to read construction drawings and technical documents
- Strong observation skills and attention to detail for identifying deficiencies
- Effective written and verbal communication skills for documentation and reporting
- Proficiency with digital cameras, tablets, and mobile technology for field documentation

- Spend 810 hours daily conducting field inspections requiring walking, standing, and climbing over uneven terrain
- Lift and carry inspection equipment up to 35 pounds
- Work outdoors in extreme weather with exposure to dust, noise, and construction hazards
- Extended hours including weekends during disaster activations with potential travel and rapid deployment
