ESSENTIAL DUTIES AND RESPONSIBILITIESEnvironmental Compliance Management:
- Develop and implement Environmental Protection Plans (EPP) specific to Missouri demolition projects
- Ensure compliance with EPA (Clean Air Act, Clean Water Act, RCRA, NESHAP), MoDNR, and local regulations
- Coordinate with regulatory agencies including EPA, MoDNR, and local health departments
- Conduct preconstruction environmental assessments and obtain required permits
- Conduct asbestos inspections as Missouri certified inspector supervisor per NESHAP and MoDNR requirements
- Prepare asbestos inspection reports and submit required notifications to MoDNR at least 10 working days prior to demolition
- Identify and characterize hazardous materials including leadbased paint, PCBs, mercury, and universal wastes
- Develop hazardous material management plans and oversee proper abatement by Missouri registered contractors
- Monitor hazardous waste generation and coordinate with certified transporters and disposal facilities
- Manage demolition debris in compliance with local, state, and federal environmental regulations including hazardous waste management and recycling initiatives
- Conduct daily environmental compliance inspections of all demolition activities and environmental protection measures
- Monitor air quality, stormwater management systems, and erosion controls
- Inspect waste accumulation areas and coordinate debris disposal to appropriate facilities
- Prepare Daily Environmental Compliance Reports documenting EPP compliance status, observations, corrective actions, and followup measures
- Maintain comprehensive environmental documentation including permits, inspection reports, waste manifests, and laboratory results
- Submit required environmental reports to regulatory agencies
- Compile environmental closeout documentation for FEMA reimbursement and government audits
- Conduct environmental compliance training and HAZWOPER awareness training
- Develop and implement Spill Prevention Control and Countermeasure (SPCC) plans
- Lead environmental emergency response activities including spill containment and cleanup
- Immediately halt operations when environmental violations are observed
- MANDATORY: Current Missouri Department of Natural Resources (MoDNR) Certified Asbestos Inspector Supervisor credential (nonnegotiable requirement)
- Minimum 3 years experience in environmental compliance related to demolition debris disposal and hazardous materials management
- Familiarity with FEMA and applicable local, state, and federal environmental regulations and best practices
- Bachelor’s degree in Environmental Science, Environmental Engineering, or related field strongly preferred
- Valid driver’s license with acceptable driving record
- OSHA 40Hour HAZWOPER training with current 8hour refresher
- OSHA 30Hour Construction Safety certification
- Ability to pass drug screening and background check
- Must be legally authorized to work in the United States and able to provide documentation establishing identity and employment eligibility as required by Form I9 and without sponsorship.
- Certified Environmental and Safety Compliance Officer (CESCO) from National Registry of Environmental Professionals
- Certified Hazardous Materials Manager (CHMM)
- EPA leadbased paint inspector/risk assessor certification
- Experience with FEMA Public Assistance debris removal projects
- Expert knowledge of EPA regulations (Clean Air Act, Clean Water Act, RCRA, NESHAP) and MoDNR requirements
- Comprehensive understanding of OSHA construction standards and FEMA Public Assistance requirements
- Advanced knowledge of asbestos regulations, inspection procedures, and waste disposal practices
- Strong understanding of hazardous materials identification, handling, and disposal under DOT and EPA regulations
- Excellent written and verbal communication skills for reporting and regulatory interaction
- Proficiency with Microsoft Office and environmental compliance software
- Strong analytical and problemsolving skills to assess environmental risks
- Professional judgment and decisionmaking including authority to stop work for environmental noncompliance

- Spend 610 hours daily conducting field inspections requiring extensive walking, climbing, and accessing confined spaces
- Lift and carry environmental monitoring equipment up to 50 pounds
- Work in full personal protective equipment including respirators and chemicalresistant clothing
- Work outdoors in weather extremes and potentially hazardous demolition environments
- Potential exposure to asbestos, lead, hazardous materials, and constructionrelated contaminants with proper PPE
- Extended hours, weekends, and travel throughout Missouri may be required
