The Air Force Civilian Service (AFCS) is looking for a full-time Telecommunications Manager, GS-0391-13 to serve as Theater Spectrum and Command, Control, Communications, and Computers (C4) Planner to Headquarters, North American Aerospace Defense (NORAD) Command and the United States Northern Command (USNORTHCOM), Office of the Commander, Peterson Space Force Base (SFB), Colorado.
Salary range: $109,246 – 142,022 based on experience.

In the position, you will serve as Geographic Combatant Command level operational planner, manager, and specialist for Command, Control, Communications, Computers (C4) plans, operations, policies, procedures, and requirements to include Electromagnetic Spectrum. The employee develops and implements policy and plans for C4 related issues, develops spectrum guidance and directives for subordinates, service components, and NORAD regions, and plans and develops NORAD & USNORTHCOM (N&NC) spectrum operations. Employee makes major decisions that have a direct and substantial impact on the management of spectrum resources encompassing a large geographical area.

Qualifications/Requirements
- Must be a U.S. Citizen.
- Must be able to obtain and maintain a Top Secret clearance.
- This position is designated by the Air Force as a testing designated position under the Air Force Civilian Drug Testing Program and is subject to random drug testing.
- Knowledge of and skill in applying a wide range of radio frequency theories, concepts, principles, practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of electromagnetic spectrum.
- Knowledge and ability to identify equipment characteristics, antenna system limitations, effects of changing frequencies, impact on operations capabilities, cost analysis and site problems.
- Knowledge of the electromagnetic spectrum, compatibility/interference potentials of various frequency bands, and a thorough understanding of transmitter power and antenna gain.
- Eligible for situational telework only, including Ad hoc, Emergency, or Office of Personnel Management (OPM) prescribed “Unscheduled” Telework. This eligibility is separate and distinct from the employee’s eligibility. A civilian employee’s telework arrangement may be terminated at the discretion of the supervisor or at the employee’s request.
- Skill and ability to identify, analyze, and solve a variety of unique and emergent spectrum conditions, problems, or answer questions associated in accomplishing the missions, planning, operations, and projects at a Major/Combatant Command or similar level organization.
- Knowledge of the principles, methods, and tools of data integration and visualization to assess the effectiveness and practicality of information technology systems and the implementation of those systems into operation.
- Knowledge of and ability to apply spectrum planning and execution tools to Homeland Defense/Civil Support missions in Contingency Plans (CONPLANS), orders development, spectrum access, de-confliction, and interference resolution.
- Knowledge of and skill in Joint planning, development, execution, and evaluation of operations as it pertains to spectrum management.
- Ability to apply technical and managerial skills to successfully organize and synergize theater spectrum policy, operations, responsibilities, and functions.
