The Air Force Civilian Service is currently seeking a full-time Supervisory Program Management Specialist to work in the Air Force Nuclear Weapons Center, Intercontinental Ballistic Missile (ICBM) Systems Directorate at Hill Air Force Base near Layton, Utah.

This position (988421) is an NH-301-03 which has a 2026 salary range of $89,508 - $138,370. *Recruitment, Relocation, Retention, and Student Loan Incentives may be authorized

The primary purpose of this position is to serve as the Supervisory Facilities Chief for the Sentinel Systems Division.

The AFNWC Sentinel Systems Division manages a major defense acquisition program charged to deliver a full system replacement for the nation’s Minuteman III Intercontinental Ballistic Missile (ICBM) System, providing a strategic deterrent to nuclear attack against the United States.

DUTIES:

  • Directs the management of over 500,000 sqft of mixed-classification office space, including program laboratories, loading areas, and surrounding property.
  • Responsible for planning, direction and management of all maintenance, repairs, alterations, and construction projects for the work campus.
  • Serves as an expert project manager and oversees several construction projects; determines priorities; establishes required schedules, and helps decide methods and types of contracts necessary to meet project or task order needs.
  • Collaborates with organizational units, leadership, contractors, and agencies to ensure alignment and integration of program and project activities.
  • Develops goals and objectives that implement Directorate and higher-level initiatives.
  • Directs and ensures compliance initiatives, audits, and inspections with regulatory agencies including OSHA, EPA, NFPA and others. Oversees the development of training plans, safety SOPs, and conducts safety meetings.
  • Oversees execution of space utilization board for a workforce of 589 Government personnel and ~1000 contractors. Analyze, formulate, and recommend facility standards and design and space criteria and usage through space utilization studies and forecasts with National Security requirements.
  • Provides out-of-the-box solutions to capacity requirements in the form of existing facilities, new facilities, remodels, memorandums of agreement/understanding, temporary solutions, warehousing, swing space, etc.
  • Manages the preventative maintenance program for campus infrastructure, tracking deficiencies, trends, and repair needs. Tracks execution of work orders and other facilities initiatives to completion.
  • Participates in managing multi-million dollar equipment inventory, recommending modernization and replacement needs.
  • Advises Brig Gen Division Chief on issues concerning organizational health, facility utilization, compliance, and other aspects of facility management.
  • Exercises supervisory personnel management responsibilities at least 25% of the time. Plan work to be accomplished by subordinates, set and adjust short/long-term priorities, and prepare schedules for completion of work.

SKILLS:

  • Expert ability to communicate and interact effectively at the highest levels in order to achieve stated positions or to make an adequate case for a particular strategy which may not be readily accepted, but which is the best solution to achieve overall ICBM Systems Directorate goals.
  • Expert skill in briefing objectives, strategies, and implementation concepts to the Directorate and senior/executive level managers.
  • Ability to think both tactically and strategically in order to discern short-, medium-, and long-term organizational effects of changes in staff operations practices, procedures, and policies.
  • Knowledge of Department of the Air Force and DoD publications regarding facility management, including AFI 32-9002-9007, AFI 32-9010 and HAFB Civil Engineering Handbook.
  • Ability to analyze and interpret facility drawings, layouts, and elevations.
  • Familiarity with facility systems and subsystems such as mechanical, electrical, plumbing, HVAC, fire suppression, communications, civil, structural, etc.
  • Knowledge of facility regulations and guidance such as federal, state, environmental, Unified Facilities Criteria, Whole Building Design Guide, and Air Force policies.
  • Experience with program management of facilities related discipline, including but not limited to Architecture, Engineering, or Construction Management
  • Familiarity with uniqueness of managing classified space, to include knowledge of ICD 705.
  • Ability to communicate in a logical and clear manner, both orally and in writing.
  • Ability to manage multiple tasks simultaneously in a dynamic environment.

  • Must be able to obtain and maintain the appropriate security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
